The figure for sludge is from
Conversion Factors for Individual M_aterial_Types byheTellusIsiute (Apendix C .
_
The LEA must also determine whether records are kept in the form and manner required by their
agency.
17637 Subsurface Records
All site operators shall maintain adequate records regarding length and depth of any cuts made in
natural terrain where fill will be placed, together with the depth to the ground-water table. He
shall also adequately record other cuts which may affect the safe and proper operation of the site
or cause damage to adjoining properties.
The records of cuts or excavations will usually be in the form of an annotation on a site topographical
map while groundwater depths are usually found in well-monitoring records. This information may
be found in the RDSI or WDR's. The RWQCB requires complete records regarding fill areas. The
operator should not be required to duplicate this information. The RWQCB requires a minimum 5-
foot separation between high historic groundwater and waste. In certain situations, the RWQCB may
grant waivers to this requirement. Any problems regarding the 5-foot groundwater separation
requirement should be coordinated with the RWQCB.
The inspector should note a violation if the operator is not recording cuts which are currently being
made where fill will be placed. An area of concern should be indicated if records are not available
for cuts which were made in the recent past, as determined by the inspector.
17638 Special Occurrences
Each operator of a site accepting an average of 100 or more cubic yards of wastes per operating
day shall maintain a log of the following information: fires, earth slides, unusual and sudden
settlement, injury and property damage accidents, explosions, discharge of hazardous or other
wastes not permitted in the class of site involved, flooding, and other unusual occurrences.
It is recommended that this record be maintained as a single entity at one location, for example, in a
bound logbook, a file cabinet, or stored electronically as a clearly identified computer file. The log
should serve as a record of these situations, and as an indicator of recurrent hazards or trends which
can affect operation. Daily entries are encouraged in order to discover patterns early and to develop a
regular routine of entry. If there are no special occurrences on a given day, it is recommended that
"No special occurrences" or a similar entry be made.
17639 Inspection of Records
The records shall be open to inspection by authorized representatives of the Enforcement Agency,
the local health entity and other duly authorized regulatory and enforcement agencies during
http://www.ciwmb.ca.gov/pe/advisory/20/attach20/20attch l.htm 8/11/98
