If some records are kept at a <br /> location other than the facility, the inspector should travel to view the records on the day of the <br /> inspection or, if not possible, request that the operator send copies of the records to the inspector <br /> within two weeks of the inspection. <br /> Design <br /> It has been Board staff policy to determine a site in compliance with each of the Design Standards <br /> (17626, 17628, 17629) if the site was given a grandfathered permit (i.e., the site was operating before <br /> August 15, 1977). Sites which commenced operating on or after August 15, 1977, should be <br /> evaluated to determine if inadequate site design has resulted in violations of other SMS as identified <br /> in these regulations. New waste management units which extend beyond the originally permitted <br /> footprint should be evaluated for this standard. The environmental engineering staff(Closure and <br /> Remediation staff) can help in evaluating complex designs as part of the inspector's preparation for a <br /> field inspection. Design aspects related to water quality are under the jurisdiction of the RWQCB <br /> and any concerns should be coordinated with them. <br /> 17626 Design Responsibility <br /> Design of a new disposal site shall be under direction of a person registered as a civil engineer in <br /> the State of California. The designer shall utilize expert advice as appropriate from persons <br /> competent in soils, hydrology, geology, landscape design, air and water quality control, chemistry <br /> and other disciplines. <br /> No further guidance. <br /> 17628 General Design Parameters <br /> Each site design shall be based on appropriate data regarding the service area, anticipated nature <br /> and quantity of wastes to be received, climatological factors,physical setting, adjacent land use <br /> (existing and planned), types and numbers of vehicles anticipated to enter the site, ground and <br /> surface water, leachate control, soils, drainage,provisions for monitoring, venting, controlling <br /> and possible use of landfill decomposition gas and other pertinent information. If the site is to be <br /> used by the general public, the design shall take account of features which may be needed to <br /> accommodate such public use. <br /> No further guidance. <br /> 17629 Public Health Design Parameters <br /> Disposal sites shall be designed in such a manner as to minimize the propagation or harborage of <br /> flies, rodents or other vectors, and the creation of nuisances by reason of solid wastes being <br /> deposited at the site.
