News <br /> stories were reported by KSEE-24 , KMPH-26 and the Fresno Bee . <br /> May 26 , 1996 <br /> O/S Personnel : 1-FOSC, 2-START, 3-USCG, 7-CET, 20-CDF, <br /> Weather: same as 5/23/96 <br /> CET continued to extend the ramp across the canyon. <br /> Construction of the ramp was completed at 12 : 00 . CET commenced <br /> exploratory excavations to locate burning tires buried in the <br /> landfill . Numerous burning tires were located on the north slope <br /> of the landfill and were removed. The burning tires were placed <br /> on the ramp and CDF extinguished them with AFFF foam. By 19 : 00, <br /> most of the burning tires had been located and removed from the <br /> landfill . GARB and START continued on and off-site air monitoring <br /> and sample collection. <br /> May 27, 1996 <br /> O/S Personnel : 1-OSC, 2-START, 3-USCG, 7-CET, 15-CDF <br /> Weather: Temps 75-80 degrees, moderate winds from the <br /> north-northeast rotating west to northwest in the late afternoon <br /> CET completed removal of smoldering tires from the north <br /> slope of the landfill . The trackhoe operator commenced excavation <br /> of a deep trench across the canyon between the ramp and and the <br /> landfill . The trench was dug to the maximum depth for the <br /> excavator (approximately 20 feet) . During the trenching, numerous <br /> layers of compressed tires were exposed. No burning or smoldering <br /> tires were encountered. <br /> START continued air monitoring in and around the smoke plume <br /> and designed a soil sampling plan. The CDF 24-hour fire watch was <br /> replaced with a security guard service contracted by EPA. <br /> May 28 , 1996 <br /> FOSC Lewis relieved FOSC Shane. CET continued trenching and <br /> uncovered a hotspot where a segment of north slope of the <br /> landfill extended under the ramp. The smoldering tires were <br /> removed and extinguished. The trench was flooded with water and <br /> backfilled. The dozer operators commenced restoration work which <br /> involved backfilling excavated areas and recontouring around the <br /> landfill . An area located on the south slope of the ravine above <br /> the existing landfill was graded in preparation for the burial of <br /> hundreds of tires that had been removed during the excavation <br /> activities . CDF was released at 14 : 00 . <br /> CET prepared and submitted a plan for the construction of a <br /> downgradient underflow dam. START collected an initial set of <br /> soil samples from the burn area. <br />
