CET commenced exploratory excavations to locate burning tires buried in the landfill . Numerous burning tires were located on the north slope of the landfill and were removed. The burning tires were placed on the ramp and CDF extinguished them with AFFF foam. By 19 : 00, most of the burning tires had been located and removed from the landfill . GARB and START continued on and off-site air monitoring and sample collection. May 27, 1996 O/S Personnel : 1-OSC, 2-START, 3-USCG, 7-CET, 15-CDF Weather: Temps 75-80 degrees, moderate winds from the north-northeast rotating west to northwest in the late afternoon CET completed removal of smoldering tires from the north slope of the landfill . The trackhoe operator commenced excavation of a deep trench across the canyon between the ramp and and the landfill . The trench was dug to the maximum depth for the excavator (approximately 20 feet) . During the trenching, numerous layers of compressed tires were exposed. No burning or smoldering tires were encountered. START continued air monitoring in and around the smoke plume and designed a soil sampling plan. The CDF 24-hour fire watch was replaced with a security guard service contracted by EPA. May 28 , 1996 FOSC Lewis relieved FOSC Shane. CET continued trenching and uncovered a hotspot where a segment of north slope of the landfill extended under the ramp. The smoldering tires were removed and extinguished. The trench was flooded with water and backfilled. The dozer operators commenced restoration work which involved backfilling excavated areas and recontouring around the landfill . An area located on the south slope of the ravine above the existing landfill was graded in preparation for the burial of hundreds of tires that had been removed during the excavation activities . CDF was released at 14 : 00 . CET prepared and submitted a plan for the construction of a downgradient underflow dam. START collected an initial set of soil samples from the burn area.
