The plan to <br /> re-bury the tires that had been excavated from the landfill was <br /> approved by the Fresno County Solid Waste Department and by the <br /> California Integrated Waste Management Board. Work commenced on <br /> the construction of the underflow dam. Part of this work involved <br /> cleaning out the lower retention basin on the upstream side of <br /> the check dam. This would increase the capacity for storm water <br /> collection and allow proper operation of the underflow system. <br /> May 30, 1996 <br /> FOSC Suter relieved FOSC Lewis . CET completed construction <br /> of the underflow dam. CET also completed the clean out of the <br /> drainage area and enlargement of the storm water retention basin. <br /> Dozer operators continued to cover and re-contour the landfill <br /> area and re-bury tires in the pre-designated location. <br /> May 31, 1996 <br /> Initial stabilizaton activities were completed. EPA directed <br /> the demobilization of all contractors, equipment and materials . <br /> Long-term site security measures included 24-hour security guard <br /> service (until the fire was out) , locked gates on all access <br /> roads and posted warning signs . In addition, the Fresno County <br /> Health Services Agency would perform weekly inspections of the <br /> site and send status reports to EPA. <br /> June 18 , 1996 <br /> At 01 :45, EPA, START and USCG arrived on-scene to conduct an <br /> infrared survey. The purpose of the survey was to locate <br /> potential hotspots in the landfill area. This was necessary to <br /> ensure that no tires were left smoldering underground. The survey <br /> revealed no elevated temperatures over the surface of the <br /> landfill . <br /> June 7 - July 26, 1996 <br /> The Fresno County Health Services Agency conducted <br /> inspections to determine the status of the tire fire at the site <br /> on June 7 and 14 and July 2, 9, and 26 . On July 26, the County <br /> reported that there was no longer evidence of fire in the canyon. <br /> It took a period of about two months for the tire fire, which <br /> consumed 1-2 million tires, to burn itself out . <br /> August 20, 1996 <br /> The Fresno County Health Services Agency reported that fires <br /> had re-ignited in two separate locations since their last <br /> inspection. At one fire location, flames were observed eminating <br />
