• the morning of September 29, 2000, ASE turned all system components
on After optimization of the system was verified, the system was allowed
to operate for several hours ASE then collected the initial water sample
(EFF 9-29-00) for verification of system treatment compliance for the
discharge permit Later in that day, ASE provided a tour of the system to
Mr Rowe and Mr Podesta Upon completion of the system tour, ASE
turned the system off for the weekend
' 5 . 0 CITY OF MANTECA SEWER DISCHARGE COMPLIANCE TESTING
As detailed in the City of Manteca Public Works Department Sewer
Discharge permit No 00-2, it is required that a water sample be collected
' daily for the first 14 days of operation These water samples must
represent the condition of the water prior to entering the sanitary sewer
Each water sample must be analyzed on a 24-hour basis by a CAL EPA
' certified environmental laboratory for a full scan EPA Method 8260B
which includes total petroleum hydrocarbons (TPH) as gasoline, benzene,
toluene, ethylbenzene, and xylenes (collectively known as BTEX), the
' seven fuel oxygenates, and for TPH as diesel by EPA Method 8015 It was
discussed and agreed upon between ASE, Mr Rowe, and Mr Podesta of the
City of Manteca that the system would only operate Monday through
' Friday for the first 14 days of operation because the analytical laboratory
would be unable to process samples during weekend days As of the date
' of this report, ASE has only collected the first of the required water
samples on September 29, 2000 The sample was collected from the last
sample port on the system and was labeled EFF 9-29-00 The sample was
picked-up at the site by Sierra Express and delivered to Kiff Analytical of
Davis, CA (ELAP # 2236) The water samples contained no detectable
concentrations of any of the compounds tested
1 Upon completion of sample collection for 14 staight days of operation,
' the discharge permit calls for weekly sample collection for a period of six
weeks, followed by monthly sample collection for the duration of the
project ASE believes that the duration between monthly sample
collection is too long and promotes the likelihood of missing
breakthrough of a particular carbon vessel Therefore, ASE plans on
continuing the weekly sample collection schedule for the duration of the
project
Frank's One Stop Interim Remediation System Installation Report — October 2000
' -5-
