4.0 REMOVAL ACTION IMPLEMENTATION <br /> ' The goal of the response actions presented in this SREW is, when fully implemented, to place <br /> the Site in a condition that allows it to be permanently used for its planned use without any <br /> significant risk to human health or any significant potential for future environmental damage. <br /> The response actions proposed for the Site which meet this requirement include excavation and <br /> offsite disposal of soil with COPC concentrations exceeding proposed cleanup goals. Cleanup <br /> ' goals are based on residential standards which are more conservative than the planned <br /> recreational uses and allows for unrestricted site use without further regulatory involvement. <br /> ' The following sections describe relevant aspects of the tasks required to complete the proposed <br /> removal action. <br /> ' -4.1 SITE PREPARATION,SAFETY AND SECURITY <br /> Prior to equipment mobilization, site preparation activities will be completed including the <br /> following: <br /> ' ➢ Contact Underground Service Alert(USA) at least 48 hours prior to excavation activities <br /> to identify known utilities, as required by State law <br /> ' ➢ Installation of trench plates on the access road for utility crossing protection <br /> ➢ Destruction of the existing well <br /> ➢ Removal of identified trees <br /> ➢ Field staking by Geocon of the limits of the area where soil is proposed for excavation <br /> All work is being performed by ICS. ICS is a General Engineering Contractor with hazardous <br /> ' waste and demolition endorsements, licensed in the State of California(license no. 764815 A- <br /> HAZ-C21). Access to the Site is controlled by existing fencing and a locked gate. Pacific Edge, <br /> under subcontract to ICS, will be responsible for collection of confirmation samples and <br /> ' preparation of the Completion Report. <br /> 4.2 REMEDIATION SAMPLING <br /> ' 4.2.1 Stockpile Profile Sampling <br /> Excavated soil will be profiled for disposal prior to mobilization for excavation in accordance <br /> ' with the selected disposal facility requirements. Clean Harbors, located in Buttonwillow, <br /> California, is the proposed disposal facility for both the RCRA and California hazardous waste <br /> ' streams. <br /> Existing data will be utilized to profile the excavated soil for disposal.
