MONITORING AND REPORTING PROGRAM -4- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> CLASS III LANDFILLS <br /> SAN JOAQUIN COUNTY <br /> If subsequent sampling of "background" monitoring wells indicates significant <br /> water quality changes due to either seasonal fluctuations or other reasons <br /> unrelated to waste management activities at the site, the Discharger may request <br /> modification of these water quality protection standards. <br /> Statistical Procedures for Determining Significant Increases <br /> The significance of increases in indicator parameters and waste constituents <br /> over water quality protection standards shall be established through the use of <br /> one of the statistical procedures outlined in Section 255(h) of Subchapter 15. <br /> REPORTING <br /> In reporting the monitoring data, the Discharger shall arrange the data in <br /> tabular form so that the date, the constituents, the concentrations, and the <br /> units are readily discernible. The data shall be summarized in such a manner so <br /> as to illustrate clearly the compliance with waste discharge requirements. <br /> Monthly monitoring reports shall be submitted to the Board by the owing the <br /> month in which the samples were taken. Quarterly, semiannual , and annual <br /> monitoring reports shall be submitted to the board by the 15th day of the month <br /> following the calendar quarter in which the samples were taken. <br /> The results of any monitoring done more frequently than required at the <br /> locations specified herein shall be reported to the Board. <br /> A report shall be submitted to the Board, by 30 January of each year, containing <br /> both tabular and graphical summaries of the monitoring data obtained during the <br /> previous year. <br /> The Discharger shall implement the above monitoring program on the effective <br /> date of this Order. <br /> Ordered by: Jj�� <br /> WILLIAM H.
