The operation of the WWTP components had already been determined to be functioning <br /> within the San Joaquin County (SJC) On Site Sewage Disposal Standards. Wastewater <br /> constituents were reviewed from the last submittal on May 31, 2011 with Tom McCoy, and <br /> found to be within normal ranges. <br /> 1. The gate was unlocked upon inspection due to the ongoing nature of work being done <br /> on the WWTP operations. <br /> 2. No odors were detected within plant area(s) and perimeter(s). <br />{ i 3. At the main inlet, the tank was observed to have a large amount of scum and solids. <br /> Per on-site personnel, the tank is pumped on a quarterly basis. Continue pumping tank <br />'h according to schedule or as warranted. All operations and maintenance of this facility <br /> shall be reported to the EHD as part of the operating permit of SJC. V <br /> 4. The steps leading down to the WWTP are in disrepair and pose an immediate threat to <br /> the safety and welfare of personnel associated with operations and maintenance. The <br /> repair of the steps was discussed with personnel and is to be addressed immediately. <br /> A reinspection will be conducted to confirm repairs have been made. Correct by July <br /> 30, 2011. Pictures taken. <br /> 5. It was observed and noted this date that several motor homes are still parking or being <br /> stored within the WWTP yard. This had been an ongoing issue and is a repeat <br /> violation from the last inspection report dated February 4, 2011. A motor home located <br /> at the northeast side of the yard area is currently parked over the sewage disposal <br /> seepage pits areas and tires were observed sinking into the seepage pits. Items <br /> unrelated to the operation and maintenance of the WWTP shall not be stored within <br /> the WWTP areas, e.g: vehicles, boats, and all other recreational vehicles. The <br /> vehicles shall be removed from the WWTP yard area within seven days of receipt and <br /> review of this report. A reinspection shall be conducted to confirm compliance. Should <br /> this practice continue EHD shall take further enforcement action including an <br /> administrative hearing. Signs shall be posted at the gate entrance indicating <br /> "Authorized Persons Only". Make all corrections by July 30, 2011. Pictures taken. <br /> r, <br /> 6. The wastewater treatment plant currently services forty-one (41) to forty-two (42) <br /> f units on the average. The tanks are to be pumped of solids on a regular basis. The <br /> plant is monitored on a regular basis by Tom McCoy, OMIT, of Qualify Service, Inc. <br /> Operation and Maintenance reports shall be submitted to the EHD on a quarterly <br /> basis or according to the contractual frequency of services provided by Qualify <br /> Service, Inc. <br /> 7. The effluent is received at a main 1,500 gallon tank and is passed through a <br /> series of tanks with a 10,000 gallon capacity with diffusers and aerators to the main <br /> distribution box. The effluent is then distributed into seepage pits located north and <br /> east of the plant. New seepage pits have been installed under EHD permit <br /> SR#0057183. Effluent at the main distribution box appeared brownish in color and <br /> within an acceptable color range. An on site review of the wastewater constituents with <br /> Tom McCoy was conducted and all results appear to be within normal range. Pictures <br /> taken. <br /> 2 <br /> k <br />
