3. No odors were detected within plant area(s)and perimeter(s). According to
Windmill Septic Service, the last date the tanks were pumped was April 13, 2009.
The next scheduled pumping is the week of April 20, 2009. The tanks are
currently pumped on a weekly basis. Continue to maintain routine pumping
schedule as warranted until a repair to the system is installed under permit and
inspection by the EHD. Prior to obtaining a permit from the EHD, a waste water
disposal license agreement or easement shall be submitted to the EHD for
approval and the document shall be recorded. The License shall include, "The
Owners agree and grant to each other an appurtenant to and for the Benefit
of the two abutting parcels, Parcel# 059-150-14 and Parcel#051-950-26,
related to the Property, license rights in the septic and the related septic
pipeline for ingress and egress rights over the Property for the sole
Purpose of providing septic, maintaining, and improving the septic and
pipeline for each of the parcels related to the Property".
4. At the main distribution box it was observed that two outlets directed to seepage
pit area(s) to the east, installed under Permit#71-598 were blocked at the main
junction. This junction leads to the septic tank located to the northeast of the
plant.
5. Minimal weeds were observed at the aeration basin. Maintain weed control in the
waste water treatment plant area(s). Some areas appeared to have weeds and
equipment or other items non-related to the daily operation and maintenance of
the plant. Continue to maintain all area(s). Items unrelated to the operation and
maintenance of the plant shall not be stored within sewage disposal areas,
including seepage pit locations and tight-lines to the distributions boxes, e.g.;
vehicles, boats and recreational vehicles, due to potential encroachment to
sewage disposal areas(s). Ensure that the vehicles are not encroaching on
disposal areas. Pictures taken.
6. The waste water treatment plant currently services forty-one (41) to
forty-two (42) units on the average. The tanks shall be pumped of solids
on a regular basis. The plant is monitored on a regular basis by
Tom McCoy, OMIT, of Quality Service, Inc.
7. The effluent is received at the main 1,500 gallon tank and is passed through a
a series of tanks with a 10,000 gallon capacity with diffusers and aerators to a
final distribution box. It is then distributed into seepage pits located north of the
plant. Effluent at the main distribution box appeared brownish and had an earthy
odor indicative of an operational system and within an acceptable color range.
Pictures taken.
8. The plant currently is compromised due to the frequency of the pumping in order
to maintain and keep the system within normal operations. The plant is
maintained and operations of the plant are monitored on routine contractual basis
by Mr. Tom McCoy, OMIT, of Quality Service, Inc. Continue to maintain and
operate the plant efficiently. A copy of this report will be sent to Tom McCoy.
2
