2 <br /> 5. The waste water treatment plant currently services forty-one (41) to <br /> forty-two (42) units on the average. The tanks shall be pumped of solids <br /> on a regular basis. The plant is monitored on a regular basis by <br /> Tom McCoy, OMIT, of Quality Service, Inc. <br /> 6. The effluent is received at the main 1,500 gallon tank and is passed through a <br /> a series of tanks with a 10,000 gallon capacity with diffusers and aerators to a <br /> final distribution box. It is then distributed into seepage pits located north of the <br /> plant. Effluent at the main distribution box appeared brownish and had an earthy <br /> i odor indicative of an operational system and within an acceptable color range. <br /> Pictures taken. <br /> 7. The plant appears to be maintained and operations of the plant are monitored on <br /> routine contractual basis by Mr. Tom McCoy, 0M11, of Quality Service, Inc. <br /> Continue to maintain and operate the plant efficiently. A copy of this report will be <br /> sent to La Cumbre Management Company and Tom McCoy. <br /> For the permitting year 2009, analytical testing for waste water constituents <br /> and reporting to the EHD shall be required as part of the operational permit <br /> The testing is required per San Joaquin Onsite Wastewater Disposal <br /> Standards, Section 4.9.3., (San Joaquin County Ordinance Code, Section 9- <br /> 910.5). The monitoring frequency and constituents to be included in the <br /> analysis will be determined at a later date. The waste water shall be ti <br /> sampled by an employee of a state-certified analytical laboratory and <br /> submitted to the EHD for review. <br /> A waste water treatment plant operator, or certified operator certified by the State <br /> of California Water Resources Control Board, shall be available to operate the <br /> plant. The EHD currently lists Mr. Tom McCoy on file as the certified operator.
