Robert McClellon explained that there was no exemption based on <br /> 4 that information. Robert McClellon informed him that the Public Works <br /> 5 Department (PWD) would forward him an application for the haulers license. <br /> 6 <br /> 7 On March 20, 2003 Robert McClellon sent an E-mail to Tom Horton of the <br /> 8 PWD. The E-mail asked the PWD to send Roos Ranches an application for a <br /> 9 haulers license (See Exhibit A) . <br /> 10 <br /> 11 On April 1, 2003 the EHD sent Jeff Stuit of Roos Ranches a letter. <br /> 12 The letter cited San Joaquin County Ordinance Code, Chapter 2, Section 5-2202 <br /> 13 (b) , and directed Roos Ranches to immediately discontinue collection and <br /> 14 transportation of solid waste and make application for a haulers license to <br /> 15 the San Joaquin County, Department of Public Works, Solid Waste Division (See <br /> 16 Exhibit B) . <br /> 17 <br /> 18 On or about April 4, 2003, Robert McClellon received a phone call from <br /> 19 Jeff Stuit of Roos Ranches. Mr. Stuit indicated that he had received the <br /> 20 letter. He stated that he had not received an application from PWD. Robert <br /> 21 McClellon indicated that he had contacted PWD and requested that they send <br /> 22 him a copy of an application. Robert McClellon indicated that he would follow <br /> 23 up with PWD in regards to the application. Robert McClellon pointed out that <br /> 24 the letter stated to immediately discontinue that collection and <br /> 25 transportation of solid waste.
