The subject matter of the letter included the <br /> 6 requirements of a Commercial Haulers license (See Exhibit C) <br /> 7 <br /> 8 On April 15, 2003, Robert McClellon of the EHD received a phone call <br /> 9 from the complainant. The complainant indicated that Roos Ranches was still <br /> 10 collecting waste and gave a location (corner of Airport Way and Woodward <br /> 11 Road, Manteca) . Robert McClellon asked if there were other locations that the <br /> 12 complainant knew about. He indicated that he would fax over more the next <br /> 13 day. <br /> 14 <br /> 15 On April 16, 2003, Robert McClellon and Ted Tasiopoulos conducted an <br /> 16 inspection of the intersection of Woodward and Airport Way, Manteca. There <br /> 17 was no bin at that location, but driving East on Woodward Road one was <br /> 18 spotted at 6046 Woodward. Robert McClellon spoke with the property owner and <br /> 19 asked when the bin was dropped on the property. The owner indicated that the <br /> 20 bin was dropped the pervious day at his sister' s property around the corner <br /> 21 from his and the bin was emptied and the brought to his property today. <br /> 22 Robert McClellon explained that Roos Ranches does not have a license to <br /> 23 transport solid waste. The property owner explained that they were the <br /> 24 cheapest. During the conversation, the property owner stated that the guy at <br /> 25 Roos Ranches indicated to him that he had been experiencing trouble with the <br /> County in regards to the collection of solid waste.
