Nonhazardous Ash: The nonhazardous residue from the combustion of material or the <br /> hazardous residue which may be managed as a nonhazardous waste in accordance with <br /> Title 22 CCR Sections 66260.200(f) or 66260.2104. <br /> Recycle or Recycling: The process of collecting, sorting, cleansing, treating, and <br /> reconstituting materials that would otherwise become solid waste, and returning them to <br /> the economic mainstream in the form of raw material for new, reused, or reconstituted <br /> products which meet the quality standards necessary to be used in the marketplace. <br /> Recycling does not include transformation, as defined in California Public Resources <br /> Code Section 402015. <br /> Solid Waste: All putrescible and non-putrescible solid, semisolid, and liquid wastes, <br /> including garbage, trash, refuse, paper, rubbish, ashes, industrial wastes, demolition and <br /> construction wastes, abandoned vehicles and parts thereof, discarded home and <br /> industrial appliances, dewatered, treated, or chemically fixed sewage sludge which is not <br /> hazardous waste, manure, vegetable or animal solid and semisolid wastes, and other <br /> discarded solid and semisolid wastes. <br /> Solid Waste Disposal, Disposal or Dispose: The final deposition of solid wastes onto <br /> land, into the atmosphere, or into the waters of the state. <br /> Stabilization: Techniques that chemically reduce the hazard potential of a waste by <br /> converting the contaminants into less soluble, mobile, or toxic forms. The physical nature <br /> and handling characteristics of the waste are not necessarily changed by stabilization. <br /> Treatment: Any method, technique, or process which changes or is designed to change <br /> the physical, chemical, or biological character or composition of nonhazardous ash. <br /> Treatment may also include the removal or reduction of harmful properties or <br /> characteristics for any purpose including, but not limited to, material recovery or reduction <br /> in volume. <br /> 3.0 SITE DESCRIPTION AND OPERATIONS <br /> The Site is located in the Port of Stockton and is comprised of approximately 22 acres of <br /> lease land. A map of the site is attached to this AMP as Appendix A. <br /> Urban, agricultural and forest derived biomass fuel is purchased from suppliers and <br /> delivered to the facility via truck and weighed at the time of delivery. Biomass fuel <br /> accepted by the facility for conversion may include the following <br /> 25143.5(g)(1). <br /> 5.8, Section 17376(g). <br /> 5 California Public Resources Code Section 40180. <br /> 8 <br />
