6.2 LANDFILL MOISTURE ABSORPTION REAGENT <br /> In some cases, Fly Ash can be used for reducing the moisture content of semi-solid <br /> or liquid waste before landfilling. Landfill operators refer to this material as a "reagent". <br /> The requirements associated with this application are typically described in the landfill's <br /> Waste Discharge Requirements (WDR) Order issued by the Regional Water Quality <br /> Control Board. DTES will coordinate with the designated Landfills to ensure the Ash is <br /> acceptable for transport and reuse in accordance with the Landfill's WDR, prior to <br /> delivery (part of sub process 7.0 — Application through Auditing). <br /> 6.3 BULKING MATERIAL <br /> Fly Ash can be combined with a variety of materials to improve their consistency, <br /> remove excess moisture, and add bulk to improve their handling characteristics. <br /> These materials are manures (dairy and poultry), grape pumice, and sewer sludge. <br /> When utilized as a bulking material, the fraction of Fly Ash added to the total mix <br /> will be documented before blending. Once blended, the material can then be used <br /> as soil stabilizer, road and construction material, or landfill alternative daily cover. <br /> 6.4 ROAD AND CONSTRUCTION MATERIAL <br /> Fly Ash and Bottom Ash in construction are acceptable alternatives for use in <br /> structural fills, pavement bases, concrete, road sub-base stabilization, stabilizing <br /> backfills, and metal casting alloys. These uses are governed by acceptability criteria <br /> established by the American Society for Testing and Materials (ASTM). <br /> 6.5 LANDFILLING/ALTERNATIVE DAILY COVER/LANDFILL <br /> CONSTRUCTION MATERIAL <br /> There are some situations where Fly Ash is a convenient and economical material, by <br /> itself or in combination with other materials, for landfills to use as alternate daily cover or <br /> in landfill construction. In these uses, the Fly Ash will be tested and approved by the <br /> landfill operator per its applicable regulation. Fly Ash may at times be disposed of in <br /> landfills permitted to accept such materials. <br /> There are some situations where Bottom Ash is a convenient and economical material, <br /> by itself or in combination with other materials, for landfills to use for landfill construction <br /> or for use as an alternative daily cover. In these uses, the Bottom Ash will be tested and <br /> approved by the landfill operator per its applicable regulation.
