Bottom ash trucks are completely covered by tarpaulin prior to leaving the Site. 7.3 RECEIVER FACILITY APPROVAL PROCESS Facilities interested in receiving Ash from the Facility are required to be approved by the Plant Manager and Corporate Environmental Lead prior to transporting Ash to such facility. The Plant Manager employs the following procedures to ensure the proper transportation, handling and application of the Ash at the prospective receiving facilities. An application for the beneficial reuse of Fly Ash or Bottom Ash form is provided to the prospective receiving facility. The form is completed by the receiving facility's authorized person (site owner or operator) and returned to DTES. A copy of the application form is attached to this AMP as Appendix C. DTES reviews the completed application and schedules a visit to the receiving facility to verify the contents of the application, observe facility operations, interview staff, observe locations of Ash reuse, and to review any additional onsite documents. The initial site visit is performed by Plant Manager, By-Products Manager or EH&S Coordinator, and a qualified environmental consultant retained by DTES. After the visit to the receiving facility, the environmental consultant prepares an Environmental Compliance Review Report documenting the compliance status of the receiving site with applicable Federal, State and local regulations. After the completion of the Environmental Compliance Review Report, the Corporate Environmental Lead determines if the receiving facility is in compliance with applicable Federal, State and local regulations, and all relevant approvals are in place and the receiving facility is eligible to accept the Ash. If the facility is deemed acceptable to receive Ash, the Corporate Environmental Lead will recommend to the DTES Plant Manager to move forward with contracting with the receiver facility. DTES then enters into an agreement with the receiving facility and begins routine deliveries of Ash to the receiving facility. 7.4 ANNUAL REVIEWS Once a receiving facility has been deemed acceptable, DTES' qualified environmental consultant, Plant Manager, By-Products Manager or EH&S coordinator conducts an annual visit to each receiving facility that receives Ash in a given year. The purpose of the annual reviews is to evaluate whether the receiving facilities are using the Ash as intended in the beneficial use application. The reviews focus on any areas that have changed since the previous visit and the locations where the Ash is being reused. 18
