8.0 COMPLIMENTARY PROGRAMS, PLANS AND PERMITS <br /> DTES maintains and implements the requirements of the following environmental <br /> compliance programs, plans and permits. Each of the following described below contain <br /> procedures associated with the management of both fly ash and bottom ash, to ensure <br /> the protection of human health, safety and the environment at the Site. <br /> 8.1 HAZARDOUS WASTE MANAGEMENT PROGRAM <br /> The Site has established policies and procedures for the management of hazardous <br /> waste. Hazardous waste is managed at the Facility in accordance with applicable <br /> Federal, State and local regulations. Hazardous waste is tracked from "cradle to grave" <br /> from the generation, labeling, storage, transportation to disposal of the waste. <br /> 8.2 HAZARDOUS MATERIALS BUSINESS PLAN <br /> The Hazardous Materials Business Plan provides an inventory of hazardous materials <br /> stored and used at the Site. The inventory is updated annually by DTES and submitted <br /> to the CUPA via the online California Environmental Reporting System (CERS). The plan <br /> describes the locations, quantities, and any alternative names of the chemicals used at <br /> the facility. The plan is on the DTES server and copies of Safety Data Sheets (SDSs) for <br /> each chemical used at the Site are located in the control room. <br /> 8.3 CONSOLIDATED CONTINGENCY PLAN <br /> The Consolidated Contingency Plan provides the Site with a consolidated approach to <br /> comply with the emergency planning requirements of the written hazardous materials and <br /> hazardous waste emergency response plans required in California. The plan reduces <br /> duplication in the preparation and use of emergency response plans at the same facility, <br /> and improves the coordination between Site response personnel and local and State <br /> emergency responders during an emergency. DTES has an Emergency Response Plan. <br /> 8.4 SPILL PREVENTION CONTROL AND COUNTERMEASURES <br /> PLAN <br /> The Spill Prevention, Control, and Countermeasures Plan (SPCC Plan) has been <br /> prepared to comply with Federal requirements in 40 CFR Part 112 and California's Above <br /> Ground Petroleum Storage Act (Health and Safety Code Section 25270). The objective <br /> of the SPCC Plan at the Site is to prevent the discharge of oil into surface water or <br /> groundwater. <br /> 8.5 STORMWATER POLLUTION PREVENTION PLAN <br /> The Storm Water Pollution Prevention Plan (SWPPP) for the Site is required by the State <br /> 19 <br />
