annual review reports. <br /> 9.5 TRAINING RECORDS <br /> DTES maintains training records of all personnel trained on all environmental compliance <br /> programs. All training records will be maintained until the closure of the Facility. <br /> 10.0 SAMPLING, ANALYSIS & CHARACTERIZATION <br /> This section provides an overview of the sample collection, compositing, and laboratory <br /> analysis of Fly Ash and Bottom Ash generated as a result of the biomass combustion <br /> process. The characterization methods outlined below create generator knowledge for <br /> the current quarter or year and must be repeated for future quarters or years, as <br /> applicable. <br /> 10.1 FLY ASH <br /> A sampling and analysis protocol has been established for the Fly Ash in accordance with <br /> EPA's Test Methods for Evaluating Solid Waste, Physical/Chemical Methods (SW-846). <br /> A basic overview of the sample collection and compositing methodology for the Fly Ash <br /> is provided below: <br /> 1. One week per quarter, DTES will sample five (5) fly ash trucks. DTES will collect <br /> discrete aliquots during freefall from the fly ash storage silo into each of these five <br /> (5) trucks on a randomized basis to create eight (8) individual samples for each <br /> truck. <br /> 2. DTES will analyze at least four (4) of the eight (8) samples from each truck for <br /> TTLC and STLC for lead and arsenic, and for pH. One of the four samples will also <br /> be analyzed for CAM 17 metals and TCLP for lead. <br /> 3. Using these test results, DTES will calculate a two-tailed 80% confidence interval <br /> for each truck for lead, arsenic, and pH. <br /> 4. If the 80% confidence interval is below the regulatory thresholds for lead, arsenic, <br /> and pH, DTES can consider the fly ash to be non-hazardous with respect to those <br /> constituents, and can use the test results to help establish generator knowledge <br /> for its fly ash. <br /> 5. DTES will need to sample and test more regularly if its fuel source changes as <br /> described in this paragraph. Due to inventory fluctuations and inaccuracies of bulk <br /> material handling, DTES monitors its average fuel blends of agricultural, urban, <br /> and in-forest biomass on an "as-delivered" green ton basis, rather than on an "as- <br /> consumed" basis. For each week that fly ash is sampled, DTES will determine its <br /> fuel blend based upon the prior month's deliveries of each: urban, agricultural, and <br /> in-forest biomass (this month is the "base month"). If in a future month, urban <br /> biomass's share of DTES' fuel source increases by 10 percentage points or more <br /> 21 <br />
