relative to the base month, DTES must again sample, test, and evaluate its fly ash <br /> in the manner described in paragraphs 1-4 to help establish appropriate generator <br /> knowledge. <br /> 6. If, applying the procedures described in paragraphs 1-5, DTES finds the fly ash <br /> sampled and tested was non-hazardous for four consecutive quarters, it can move <br /> to an annual sampling and testing process based on generator knowledge <br /> obtained from previously analyzed samples results obtained pursuant to the <br /> procedures outline herein for Fly Ash. In this case, one week per year, DTES would <br /> sample five (5) fly ash trucks. DTES would collect discrete aliquots during freefall <br /> from the fly ash storage silo into each of these five (5) trucks on a randomized <br /> basis to create eight (8) individual samples for each truck. DTES would then follow <br /> the procedures described in paragraphs 2-5 above to characterize its ash and help <br /> establish generator knowledge. <br /> 7. If an exceedance in a calculated 80% confidence interval occurs, DTES will treat <br /> the affected fly or bottom ash as Hazardous Waste until the source of the <br /> exceedance has been identified and corrected. This includes the following: <br /> a. If the exceedance is due to metals, the Fuel Manager will be contacted <br /> and a thorough quality review of all fuel suppliers will commence until the <br /> source of the contaminant has been determined <br /> b. If the exceedance is due to pH, DTES Plant Manager will be made aware <br /> of the exceedance and a review of operational parameters, including the <br /> fly ash treatment system, will be thoroughly reviewed. <br /> 8. If the exceedance occurs during an annual test, DTES will return to quarterly <br /> sampling and testing, as described in paragraphs 1-5, until four consecutive <br /> quarterly tests have proven to be non-hazardous. <br /> Ash will be stored on site during the waste characterization process or sent to Hazardous <br /> Waste disposal. <br /> Additional details regarding the sampling methodology is provided in the following <br /> sections. <br /> 10.1.1 SAMPLING METHODOLOGY AND ANALYSIS <br /> In order to properly evaluate and characterize material slated for off-site disposition, <br /> representative samples of the fly ash are randomly collected from the storage silo for five <br /> (5) trucks, one week per quarter. If DTES finds the fly ash sampled and tested was non- <br /> hazardous for four consecutive quarters, it can, based on generator knowledge, move to <br /> an annual sampling and testing process. Under the annual sampling and testing process, <br /> DTES would collect representative samples of the fly ash from the storage silo for five (5) <br /> trucks, one week per year. <br /> 22 <br />
