the Method Detection Limit ("MDL") will be used for the purpose of calculating an 80% <br /> confidence interval. <br /> Once the calculations have been completed for the all of the sampled trucks, DTES will <br /> use this information to make a Generator Knowledge determination if the ash can reliably <br /> be characterized as non-hazardous for the following quarter. <br /> At DTES' option, the additional samples collected from each truck may be analyzed and <br /> included in the 80% confidence interval calculation. <br /> Fly ash, from the trucks sampled, will be considered Nonhazardous Ash as long as the <br /> values of the 80% confidence intervals for each constituent and parameter are below the <br /> applicable regulatory thresholds. <br /> If the fly ash is considered hazardous DTES will dispose of and transport the Ash as <br /> Hazardous Waste. DTES will then conduct a fuel quality review as outlined in Section <br /> 7.1 Once the fuel quality review has been conducted, DTES will repeat the Ash sampling <br /> process outlined in Section 10.0 over a period of two weeks instead of one week. If the <br /> upper value for the 80% confidence interval for each constituent and parameter are below <br /> the applicable regulatory thresholds, then the Ash can be managed as non-hazardous. If <br /> the confidence intervals exceed regulatory thresholds, the Ash will be managed as <br /> Hazardous Waste until the problem with the fuel is identified and remedied. At that point, <br /> the sampling process outlined in Section 10.0 will be repeated again for two weeks to <br /> calculate the 80% confidence interval. <br /> A summary of the results and waste characterization will be prepared and sent to the <br /> DTSC for their review and retrospective concurrence limited to the samples provided. <br /> 10.2.1 FLY ASH DETERMINATION AND HANDLING <br /> If the fly ash is determined to be hazardous based upon the above sampling and analysis <br /> it will be directed to a landfill that can accept Hazardous Waste. The following items need <br /> to be verified prior to shipping the material as Hazardous Waste. <br /> 1. Ensure the receiving facility can accept Hazardous Waste. <br /> 2. Ensure the hauler is registered with DTSC, and properly licensed and insured <br /> to ship Hazardous Waste. <br /> 3. Ensure the hauler has the correct placards on the transport vehicle. <br /> 4. Ensure the hauler has the correct shipping paperwork, including a uniform <br /> Hazardous Waste Manifest and Land Disposal Restriction (LDR) forms. <br /> 5. Ensure the DTES personnel signing the shipping paperwork have received <br /> Department of Transportation (DOT) function specific and Hazardous Waste <br /> training and satisfied all recurring training requirements. <br /> 24 <br />
