If the fly ash is determined to be non-hazardous based upon the above sampling and <br /> analysis it will be directed to a landfill to be direct buried, alternative daily cover, liquid <br /> stabilization or other approved beneficial reuse in accordance with Section 6.0. <br /> 10.3 BOTTOM ASH <br /> Based on the historical analysis results, a sampling and analysis protocol has been <br /> established for the bottom ash in accordance with EPA's Test Methods for Evaluating <br /> Solid Waste, Physical/Chemical Methods (SW-846). A basic overview of the sample <br /> collection and compositing methodology for the bottom ash is provided below: <br /> 1. One week per quarter, DTES will sample four (4) bottom ash trucks. DTES will <br /> collect discrete aliquots on a randomized basis from a bucket during the transfer <br /> of bottom ash to the trucks prior to transportation off-site. <br /> 2. DTES will analyze at least four (4) of the eight (8) samples from each truck for <br /> TTLC and STLC for lead, arsenic and copper, and for pH. One of the four samples <br /> will also be analyzed for CAM 17 metals and TCLP for lead. <br /> 3. Using these test results, DTES will calculate a two-tailed 80% confidence interval <br /> for each truck for lead, arsenic, copper, and pH. <br /> 4. If the 80% confidence interval is below the regulatory thresholds for lead, arsenic, <br /> copper and pH, DTES can consider the bottom ash to be non-hazardous with <br /> respect to those constituents, and can use the test results to help establish <br /> generator knowledge for its bottom ash. <br /> 5. DTES will need to sample and test more regularly if its fuel source changes as <br /> described in this paragraph. Due to inventory fluctuations and inaccuracies of bulk <br /> material handling, DTES monitors its average fuel blends of agricultural, urban, <br /> and in-forest biomass on an "as-delivered" green ton basis rather than an "as- <br /> consumed" basis. For each week that bottom ash is sampled, DTES will determine <br /> its fuel blend based upon the prior month's deliveries of each: urban, agricultural, <br /> and in-forest biomass (this month is the "base month"). If in a future month, urban <br /> biomass' share of DTES' fuel source increases by 10 percentage points or more <br /> relative to the base month, DTES must again sample, test, and evaluate its bottom <br /> ash in the manner described in 1-4 above to help establish appropriate generator <br /> knowledge. <br /> 6. If, applying the procedures described in 1-5 above, DTES finds the bottom ash <br /> sampled and tested was non-hazardous for four consecutive quarters, it can move <br /> to an annual sampling and testing process based on generator knowledge <br /> obtained from previously analyzed samples results obtained pursuant to the <br /> procedures outlined herein for bottom ash. In this case, one week per year, DTES <br /> would sample four (4) bottom ash trucks. DTES would collect discrete aliquots on <br /> a randomized basis from a bucket during the transfer of bottom ash to the trucks <br /> prior to transportation off-site to create eight (8) individual samples for each truck. <br /> DTES would then follow the procedures described in 2-5 above to characterize its <br /> ash and help establish generator knowledge. <br /> 7. If an exceedance in a calculated 80% confidence interval occurs, DTES will treat <br /> 25 <br />
