the affected bottom ash as Hazardous Waste until the source of the exceedance <br /> has been identified and corrected. This includes the following: <br /> a. If the exceedance is due to metals, the Fuel Manager will be contacted <br /> and a thorough quality review of all fuel suppliers will commence until the <br /> source of the contaminant has been determined <br /> b. If the exceedance is due to pH, DTES Plant Manager will be made aware <br /> of the exceedance and a review of operational parameters, including the <br /> bottom ash treatment system, will be thoroughly reviewed. <br /> 8. If the exceedance occurs during an annual test, DTES will return to quarterly <br /> sampling and testing, as described in 1-5 above, until four consecutive quarterly tests <br /> have proven to be non-hazardous. <br /> Ash will be stored on site during the waste characterization process or sent to Non — <br /> RCRA hazardous waste disposal. <br /> Additional details regarding the sampling is provided in the subsequent sections. <br /> 10.3.1 SAMPLING METHODOLOGY AND ANALYSIS <br /> To properly evaluate and characterize material slated for off-site disposition, <br /> representative samples of the bottom ash are randomly collected during the transfer of <br /> the bottom ash to the trucks, one week per quarter. If DTES finds the bottom ash sampled <br /> and tested was non-hazardous for four consecutive quarters, it can, based on generator <br /> knowledge, move to an annual sampling and testing process. Under the annual sampling <br /> and testing process, DTES would collect representative samples of the bottom ash from <br /> the bottom ash storage for four (4) trucks, one week per year. Samples are collected <br /> using a simple random sampling strategy. <br /> The same equipment and cleaning procedures described for fly ash sampling should be <br /> used for bottom ash sampling. The sampling methodology outlined in this AMP describes <br /> the general procedures and methods for sample collection, logging, control, and submittal <br /> for laboratory analysis. <br /> 10.3.1 .1 LOADER BUCKET ALIQUOTS <br /> The sampling frequency outlined in this AMP includes the collection of discrete aliquots <br /> on a randomized basis from the loader buckets during the transfer of the bottom ash to <br /> the truck prior to transportation off-site. The bottom ash in the loader buckets are sampled <br /> by randomly collecting approximately 100 grams of material a minimum of eight (8) times <br /> from the loader buckets. A master sample control log will be maintained that documents <br /> the date of sample collection, sample type (fly or bottom), truck number, name and initials <br /> of sampler, sample ID number, and a column for comments on the sample. Following <br /> collection, the samples will be maintained and submitted for laboratory analysis under <br /> proper chain of custody procedures. <br /> 26 <br />
