Personnel present in the Plant Control Room shall immediately perform the <br /> following actions: <br /> (a) Take necessary operating actions to place the plant in the most stable <br /> condition,based upon the type of emergency. <br /> (b) Locate and obtain the employee &visitor/contractor sign-in sheet ((in <br /> the Administration Building Lobby). <br /> (c) Communicate names of visitors/contractors currently in the operating <br /> areas to outside operating personnel. Instruct outside operating <br /> personnel to locate and direct all visitors/contractors to proceed to the <br /> control room for egress instructions. <br /> (d) When all visitors, contractors and non-essential operating personnel <br /> have been accounted for and are present in the control room, the Plant <br /> Manager shall designate a trained person to escort all non-essential <br /> personnel to the north assembly area along the safest egress route. <br /> (e) Notify the Operations Manager and Control Room Operator of the <br /> current plant status, and evacuation details. <br /> (f) Perform a controlled plant shutdown in accordance with appropriate <br /> plant procedures and directions from the Plant Manager. <br /> (g) Once the plant shutdown has been completed, all essential personnel <br /> shall gather in the control room and take roll call. When all essential <br /> operating personnel are present and accounted for, evacuation to the <br /> south assembly area shall be performed, unless the egress route to the <br /> south assembly area is not safe for travel. In such case, proceed to the <br /> north assembly area. <br /> 2. Personnel present in the plant operating areas (other than control room) shall <br /> immediately perform the following actions: <br /> (a) Continuously monitor the plant radio system for information and <br /> instructions. <br /> (b) Perform immediate response actions, as appropriate, to place the plant <br /> in the most stable condition,based upon the type of emergency. <br /> (c) Locate and direct non-essential personnel to proceed to the control <br /> room immediately. <br /> (d) Perform plant shutdown instructions as directed by the Operations <br /> Manager. <br /> Emergency Action Plan—DTE Stockton, LLC <br />
