Personnel not in the operating areas of the plant(to include the administration <br /> building, laboratory, warehouse and parking areas) shall immediately perform <br /> the following actions: <br /> (a) Locate and obtain all immediately accessible hand-held radios. <br /> (b) Proceed to the south assembly area(see Appendix A). <br /> (c) A Person-in-Charge shall be designated for the assembly area. The <br /> Person-in-Charge shall establish radio communications with operating <br /> area personnel and compare roll call lists to determine if any personnel <br /> are unaccounted for in the facility. <br /> (d) The Person-in-Charge at the south assembly area will coordinate <br /> outside responding agency activities and provide assistance (to include <br /> personnel, resources, and administrative functions)to the Plant Control <br /> Room as directed by the Emergency Coordinator and/or Operations <br /> Manager. <br /> 4. The Emergency Coordinator shall immediately perform the following actions: <br /> (a) Proceed to the Plant Control Room, or to the location in the plant most <br /> appropriate for directing response actions for the emergency. <br /> (b) Coordinate actions related to the emergency and provide directions to <br /> south and north(if applicable) assembly area Persons-in-Charge. <br /> (c) In the event that the emergency escalates in severity or immediate <br /> danger to personnel, direct immediate evacuation of all essential <br /> operating personnel involved in plant shutdown activities. <br /> Emergency Action Plan—DTE Stockton, LLC <br />
