A
warning from local response authorities may not come until after the
release has already occurred. Also, the name and hazard properties of
the hazardous material may not be known for some time after the
incident when railroad or response authorities announce it.
(a) First person who becomes aware of the incident shall notify the
Control Room of a derailment, its location and whether the car(s)
are intact or leaking via plant radio or verbally.
(b) The Control Room operator shall notify the Plant Manager of the
incident and then contact other employees via plant radios.
(c) Employees shall go to the Control Room immediately and await
instructions.
(d) The Control Room Operator should turn on the radio to a local
news station.
(e) If tank cars are leaking, follow shelter-in-place procedures and
await further instruction.
(f) If tank cars are intact, monitor the incident through the Fire
Department or other emergency personnel to determine if
changing conditions might warrant evacuation or other action.
Emergency Action Plan—DTE Stockton, LLC
