LOCATION PROCEDURE NUMBER <br /> DTE STOCKTON, LLC EAP-01 <br /> WEStockton, LLC EMERGENCY ACTION PLAN REV: 10, updated: 3/2018 <br /> STATUS: FINAL Page 26 of 35 <br /> 10.6 Train Derailments <br /> Due to the proximity of the rail lines to the plant, a derailment causing a <br /> release of a hazardous material could have serious consequences. A <br /> warning from local response authorities may not come until after the <br /> release has already occurred. Also, the name and hazard properties of <br /> the hazardous material may not be known for some time after the <br /> incident when railroad or response authorities announce it. <br /> (a) First person who becomes aware of the incident shall notify the <br /> Control Room of a derailment, its location and whether the car(s) <br /> are intact or leaking via plant radio or verbally. <br /> (b) The Control Room operator shall notify the Plant Manager of the <br /> incident and then contact other employees via plant radios. <br /> (c) Employees shall go to the Control Room immediately and await <br /> instructions. <br /> (d) The Control Room Operator should turn on the radio to a local <br /> news station. <br /> (e) If tank cars are leaking, follow shelter-in-place procedures and <br /> await further instruction. <br /> (f) If tank cars are intact, monitor the incident through the Fire <br /> Department or other emergency personnel to determine if <br /> changing conditions might warrant evacuation or other action. <br /> Emergency Action Plan—DTE Stockton, LLC <br />
