Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />March 27, 2019 <br /> Facility Address: <br /> 2043 JACKSON AVE, ESCALON <br /> Facility Name: <br /> FAMILY DOLLAR #32181 <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />- A plastic bag labeled ST, lacked an accumulation start date and contained empty packets of One Packs GS <br />Neutral Cleaner Concentrate, was found on a shelf containing store use cleaning items, adjacent the HW storage <br />area and mop sink. According to Kassandra when she scans the item, the hand-held scanner prompts her to place <br />the empty packets into the State Regulated (ST) hazardous waste tote. (IMG 5123-6). <br />- At the time of inspection a container of Murphy Pure Vegetable Soap fell and spilled onto the store floor. Jamie <br />Muima, assistant manager, began cleaning up the spill by applying spill absorbent. When asked how she usually <br />manages a leaking container and absorbent used to clean-up a spill, Jamie stated she scans the item, places the <br />leaking item into the HW tote indicated on the hand-held scanner, and throws the used absorbent into the trash. The <br />inspector pointed Jamie to the Family Dollar Hazardous Waste Training Guide, which indicates that the spilled item <br />and all used spill supplies should be bagged, the name of the item should be written on the bag, and the bag should <br />be placed in the proper hazardous waste tote (IMG 5147). Jamie scanned the vegetable soap, which prompted her <br />to place the soap into the ST HW tote. Jamie then placed the used absorbent into a bag and into the ST HW tote, <br />and placed the leaking soap container into a single separate bag without absorbent. According to the Family Dollar <br />Hazarous Waste Training Guide, free liquids should be bagged with absorbent and leaking items should be double <br />bagged (IMG 5148). It was not until after the inspector asked Jamie if she was going to fill out the label on the ST <br />HW tote, did Jamie mark the physical state, accumulation start date, and contents on the label. (IMG 5166-70) <br />All hazardous waste containers shall be marked with the following information: <br /> - the words “Hazardous Waste” <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> - composition (contents) <br /> - accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />Since it cannot be determined how long the empty packets of One Packs GS Neutral Cleaner Concentrate have <br />been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Notes: <br />- According to Kassandra Witthoft, store manager, the facility opened in June of 2018 and the last hazardous <br />waste pick-up was about 1 week from the time of inspection.
