4.4 Professional Development(Section D) <br /> Management may budget and approve professional development schools and seminars <br /> that meet specific training and development needs of an employee to enhance the <br /> employee's job performance,professional growth, or career development. This section <br /> describes the requirements, application submission, and evaluation processes for <br /> professional development schools and seminars. <br /> 4.5 Safety and Emergency Response(Section E) <br /> This section describes the safety and emergency response training requirements for <br /> office personnel who work in the office only, office employees who work in the Field <br /> environment periodically, and Field employees. <br /> It addresses general safety topics, safety meetings,initial and annual OSHA training <br /> requirements,hazardous materials transportation,hazardous waste handling, Hazardous <br /> Waste Operations and Emergency Response(HAZWOPER)training requirements, <br /> Emergency Response drills and exercises,construction safety, and confined space <br /> rescue training. <br /> 4.6 Skills Training Program(Section F) <br /> The Skills Training Program is designed to develop and maintain the competency and <br /> skill levels of employees involved in maintenance and operating activities and to meet <br /> various regulatory training requirements. The Skills Training Table lists all skills <br /> training topics, which are classified by job function(e.g. Pipeliner A, Resident Delivery <br /> Person, Pipeline Controller, Electronic Technician,Central Engineering, etc.). <br /> Competency Descriptions have been identified for each skills training topic to address <br /> the applicable competency levels: Awareness/Assist(A)Level, Inspect(I)Level,Work <br /> Independently(WI)Level, and Lead Role(LR) level. <br /> Completing a skills training topic to the appropriate competency level will also fulfill <br /> its associated regulatory compliance requirement, such as Operator Qualification <br /> covered tasks, initial and annual OSHA requirements, HAZWOPER certification, etc. <br /> 4.7 BPL Operator Qualification Program(Section G) <br /> The BPL Operator Qualification(OQ) Program is a regulatory requirement designed to <br /> minimize the potential for human error, which may result in a pipeline accident or <br /> incident. It identifies covered tasks that are applicable to the Company's activities and <br /> ensures employees and contractors are qualified to perform those covered tasks, <br /> including the ability to recognize and react to abnormal operating conditions. <br /> 4.8 Field Technician Training Program(Section H) <br /> The Field Technician Training Program establishes standards and procedures for hiring, <br /> training,testing,classifying,paying,and evaluating the proficiency and performance of <br /> Field Technicians. <br /> It includes the requirements and procedure for skill classification(promotion), training, <br /> and practical task criteria, a Technical Skills Classification Application,a Request for <br /> Technician Testing Form, and the responsibilities of the Technical Program Group. <br /> 4.9 Control Center Training.Program(Section I) <br />
