NARRATIVE <br /> SKS Farms <br /> Gary Silva <br /> On October 14, 2005, Garrett Backus, an employee of San Joaquin County <br /> Environmental Health Department (EHD), met with the complainant at 18000 N. Skaggs <br /> Rd., Lodi, to conduct a complaint inspection of the property located directly north (APN <br /> 023-180-03). The complaint (C00023484) was that, "Chicken ranch discharging manure <br /> onto property (APN: 023-180-03). Adjoining complainant's property. Complainant <br /> states a pipe is being used to convey waste to the field. Call complainant for details on <br /> location. She would like to meet the inspector there." <br /> The complainant told Mr. Backus that the fly problem on her property is horrible and is a <br /> result of the dumping of chicken manure on the property directly to the north. Mr. <br /> Backus verified the presence of excessive numbers of adult flies at 18000 N. Skaggs Rd. <br /> Mr. Backus and the complainant drove to the northern border of the 18000 N Skaggs <br /> Road property to investigate the manure dumping. <br /> Mr. Backus observed liquid manure and fly larvae in a creek bed which crosses the <br /> property line between 18000 N. Skaggs Rd. and APN: 023-180-03. Liquid manure and <br /> fly larvae were present on both properties. Pictures were taken at~location A on map 1. <br /> Image 102_0296 shows liquid manure in a creek bed on 18000 N. Skaggs Rd. property. <br /> Image 102_0299 shows fly larvae in the liquid manure. <br /> Mr. Backus and the complainant continued north along the creek bed onto the APN: 023- <br /> 180-03 property and found more liquid manure. Pictures were taken at location B on <br /> map 1. Image 103_0302 shows liquid manure in the creek bed on APN 023-180-03. <br /> Mr. Backus and the complainant drove northwest and found another creek bed stained <br /> black by liquid manure, which had evaporated. Pictures were taken at location C on map <br /> 1. Image 103_0306 shows the creek bed. <br /> Mr. Backus and the complainant continued to the north. Mr. Backus observed dry and <br /> wet chicken manure spread in a thin layer over several acres on APN: 023-180-03. The <br /> manure was not tilled into the soil. Pictures were taken at location D on map 1. Image <br /> 103 0308 shows the dry chicken manure, and image 103_0312 shows the wet chicken <br /> manure. <br /> Mr. Backus and the complainant drove to the northeast. Mr. Backus observed an <br /> approximately one-foot diameter perforated-pipe running north-south on APN: 023-180- <br /> 03. Soil, stained dark with manure, surrounded the pipe. Pictures were taken at location <br /> E on map 1. Images 103_0325 and 103_0328 show the pipe and the liquid manure <br /> discharge. <br /> 1 <br />
