Failing to ensure that waste washwater conveyances and containers are <br /> 6 constructed of materials that are impervious under the conditions of use, and are visually inspected at <br /> 7 least twice a year to ensure not leaking into the underlying soil, in violation of Health and Safety <br /> 8 Code section 25144 .6(c) (2) ; and <br /> 9 s. Failing to have a training program in place that ensures the facility personnel <br /> 10 are able to safely and properly handle and clean the reusable soiled textile materials and emergency <br /> 11 procedures to respond to emergencies with equipment and systems, in violation of Health and Safety <br /> 12 Code section 25144 . 6(c) (4) . <br /> 13 4 . Failing to include emergency response procedures for a release or threatened <br /> 25 release of hazardous materials in business plan, in violation of California Code of Regulations, title <br /> 26 19 section 2658 ; <br /> 27 e. Failing to electronically submit a hazardous materials business plan annually <br /> 28 to the statewide information management system (California Environmental Reporting System) , in <br /> - 4 - <br /> PERMANENT INJUNCTION AND FINAL JUDGMENT PURSUANT TO STIPULATION <br />
