PL REPORT (June 20,2003) <br /> LOCKEFORD ELEMENTARY SCHOOL EXPANSION <br /> 3.0 BACKGROUND INFORMATION <br /> 3.1 SITE STATUS/HISTORICAL SITE INFORMATION <br /> 3.1.1 Property Ownership <br /> All three parcels that comprise the Site are owned by Douglas H. and L.K Winn. <br /> 3.1.2 Facility Ownership/Operators <br /> D.H. Winn Trucking Company currently uses all three parcels that comprise the Site. D.H. Winn <br /> Trucking Company is owned by Douglas H. Winn and operated with his son, Russell Winn, as a <br /> commercial truck terminal for transporting gravel, asphalt, concrete, and brick (none of these <br /> materials are stored at the Site). Truck washing and maintenance activities are concentrated in <br /> and around the structure on the southern parcel; while the northern and western parcels are <br /> primarily used for parking. On the northern parcel, a fence, garage, and trailer owned by the <br /> north-adjacent neighbor encroach onto the Site by approximately five feet. That north-adjacent <br /> property is used as a residence and small vineyard. <br /> 3.1.3 Business Type <br /> D.H. Winn Trucking Company currently uses all three parcels that comprise the Site as a <br /> commercial truck terminal for transporting gravel, asphalt, concrete, and brick (none of these <br /> materials are stored at the Site). Truck washing and maintenance activities are concentrated in <br /> and around the structure on the southern parcel; while the northern and western parcels, which <br /> are unpaved but covered with crushed rock, are primarily used for parking. On the northern <br /> parcel, a fence, garage, and trailer owned by the north-adjacent neighbor encroach onto the Site <br /> by approximately five feet. That north-adjacent property is the location of a residence and small <br /> vineyard. <br /> Previously, the southern parcel was used as a grain warehouse (apparently involving the current <br /> structure), a brick making facility, and a furniture-making facility involving sandblasting. The <br /> western parcel and the southern portion of the northern parcel were a railroad right-of-way. The <br /> right-of-way included the main railroad tracks and a spur line that served the structure on the <br /> Site's southern parcel. A grain elevator was located on the northern side of the railroad tracks. So <br /> far as is known, the northern portion of the northern parcel has never been developed, except for <br /> being graded and covered with crushed rock for use as a parking area. <br /> 3.1.4 Years of Operation - <br /> Based on available information, the grain warehouse operated at the Site from prior to 1898 until <br /> the 1930s. The brick making and furniture making businesses operated between the 1930s and <br /> the 1970s.
