P REPORT (June 20,2003) <br /> LOCKEFORD ELEMENTARY SCHOOL EXPANSION <br /> The Winn family installed the structure's current concrete slab floor and paved the remainder of <br /> the parcel in the 1980s. They purchased the remainder of the Site within the last few years. <br /> According to Russell Winn, up until the late 1980s, the Site received rail traffic along the <br /> railroad tracks that ran through the western and northern parcel. The railroad tracks and much of <br /> the ballast rock were removed from the Site approximately in the late 1990s. <br /> 3.1.5 Business/Manufacturing Activities <br /> Based on available information, a grain warehouse, a brick making business, and a furniture <br /> making businesses previously operated on the southern parcel of the Site. Currently, the entire <br /> Site is used as the headquarters of a trucking company. <br /> 3.2 SURROUNDING LAND USES <br /> 3.2.1 Nearby Properties and Land Uses <br /> The Site is located in the unincorporated community of Lockeford, which is surrounded by <br /> agricultural land, dominated by vineyards and orchards, intermixed with rural and semi-rural <br /> residences. Land uses for properties adjacent to the Site are noted on Figure 2 and include an <br /> elementary school, two residences (one including a small vineyard), a larger vineyard, a church, <br /> and two unpaved parking areas. Within about 1/a mile north of the Site is the "downtown" <br /> commercial area of Lockeford, an area a few blocks long of mixed retail businesses. A <br /> residential area of a few hundred residents surrounds this commercial area. A small area of <br /> agriculture-related light industry is located approximately 1/2 mile west of the Site, along Locke <br /> Road. <br /> 3.2.2 Regulatory Status of Off-Site Properties <br /> As part of the Phase I ESA, NOA performed a review of selected regulatory agency databases <br /> for documented environmental concerns at off-site properties with the potential to impact the <br /> Site. For this PEA, URS verified the review, as contained in the Environmental Data Resources <br /> Inc. report submitted in Appendix D of the Phase I ESA report [NOA, 2002]. The review found <br /> no off-site environmental concerns that appear likely to have impacted the Site. <br /> 3.3 HAZARDOUS SUBSTANCE/WASTE MANAGEMENT INFORMATION <br /> 3.3.1 Business/Manufacturing Activities <br /> As discussed above in Section 3.1.4, the Site's structure was used as a grain warehouse from the <br /> late 1800s until the 1930s and then for brick making and furniture making from the 1930s until <br /> the 1970s when the Winn family acquired the southern parcel and began using it as the <br /> headquarters of their trucking company. <br /> 3-2 URS CORPORATION <br /> PAPEA Lockeford\Report\Lockeford Report Rev.doc <br />
