PI MPORT (June 20,2003) <br /> LOCKEFORD ELEMENTARY SCHOOL EXPANSION <br /> 3.3.2 Onsite Storage,Treatment,and Disposal <br /> Diesel fuel was stored on-site in an underground storage tank (UST) that was removed in 1998. <br /> The former location of the UST is shown on Figure 3. According to Russell Winn, parts-cleaning <br /> solvent was used on-site in small quantities for a few years, but such usage has ceased. <br /> Currently, aboveground storage tanks (ASTs) for motor oil, gear oil, and waste oil are located in <br /> the northwest comer of the structure. A 55-gallon steel drum of power steering fluid is located <br /> inside the structure, about 20-feet west of the ASTs. No records of treatment or disposal of <br /> hazardous substances were obtained during the background research for this PEA. <br /> 3.3.3 Regulatory Status <br /> The review of selected regulatory agency databases for documented environmental concerns on <br /> the Site, or in close proximity to the Site, was conducted by NOA as part of the Phase I ESA and <br /> verified by URS for this PEA. As mentioned above, D.H. Winn Trucking, operating at the <br /> southern parcel of the Site, is listed as a RCRIS small-quantity-generator of hazardous waste, as <br /> a shipper of various wastes, and as the operator of a 10,000-gallon UST installed in 1978 for <br /> storing waste oil (Douglas Winn reports that the UST never held anything but diesel fuel). The <br /> RCRIS listing notes that the facility is not reported as a hazardous waste treatment, storage, or <br /> disposal facility and that no RCRA violations have been found at the facility. <br /> 3.3.4 Site Inspection Results <br /> San Joaquin County Environmental Health Division issued a Notice to Comply, dated November <br /> 18, 1999, as a result of a Site inspection that found the following waste storage and handling <br /> violations: <br /> • oil spilled on the ground inside the building near the filter draining bin and ASTs; <br /> • used oil in excess of 100 kilograms stored onsite for longer than 90 days; <br /> • improper labeling of used oil tank and drum of absorbent material; <br /> • waste containers not kept closed, and used absorbent not stored in a container capable of <br /> being closed and sealed; and <br /> • an inadequate spill prevention and contingency plan. <br /> A spill of 105 gallons of diesel fuel at the southern parcel was reported to the County on August <br /> 17, 1995. The County's spill report indicates that the spilled fuel was washed into the storm drain <br /> and ditch in front of the adjacent school property to the south of the Site. The report indicates <br /> that the majority of diesel and contaminated soil and water was removed and that the storm-drain, <br /> would be re-flushed. <br /> In 1996, D.H. Winn Trucking was notified of a violation relating to UST registration regulations. <br /> In December 1998, the UST and some moderately contaminated soil (TPH-D at concentrations <br /> up to 1,900 mg/kg) from around and beneath the UST were removed from the Site. The <br /> excavation extended to a depth of about 12 feet bgs. A sample collected from below one end of <br /> the excavation at a depth of about 14 feet bgs contained 3.9 mg/kg of TPH-D and no detectable <br /> 3-3 URS CORPORATION <br /> PAPEA Lockeford\Report\Lockeford Report Rev.doc <br />
