PIOREPORT (June 20, 2003) <br /> LOCKEFORD ELEMENTARY SCHOOL EXPANSION <br /> BTEX, and another soil sample collected from the other end of the excavation at a depth of <br /> about14 feet bgs contained 6.7 ug/kg of xylenes and no other detectable constituents. Based on <br /> this data, the County issued a letter, dated November 3, 1999, stating that no further action was <br /> required at that time. <br /> A site reconnaissance was conducted by URS and DTSC personnel in December 2002. URS <br /> personnel noted that the apparent area of the former UST is covered with a portland-cement <br /> concrete slab and the surface drainage for the southern parcel is to a drop inlet located near the <br /> eastern edge of the parcel. Based on the observed conditions at the Site, the following issues <br /> were incorporated into the PEA field investigation: <br /> • The area where the former UST was located is covered with a Portland-cement concrete <br /> slab. Two soil gas and soil matrix sampling locations (SG-19 and SG-20) were placed in <br /> this area- one near either end of the slab. <br /> • Surface drainage for the southern parcel is to a drop inlet located near the eastern edge of <br /> the parcel. One soil gas and soil matrix sampling location (SG-21) was placed near the <br /> drop inlet, as it is located in one of the lowest areas of the parcel. <br /> 3.3.5 Prior Assessments/Remediation <br /> The Phase I ESA, conducted by NOA, found no recognized environmental conditions at the Site <br /> except for the following [NOA, 2002]: <br /> • probable areas of moderate soil contamination by petroleum hydrocarbons throughout the <br /> Site, especially near the former UST, existing ASTs, and maintenance areas; <br /> • a potential for soil contamination by metals, petroleum hydrocarbons, and polycyclic <br /> aromatic hydrocarbons (PAHs) along the area of the former rail line; <br /> • a potential for elevated levels of metals and hydrocarbons in the soil below the slab of the <br /> building; and <br /> a potential for asbestos-containing materials, lead-based paint, and bricks with elevated <br /> metals content in the existing building. <br /> This PEA addresses the first three items listed above, but does not address the final item since if <br /> LUSD acquires the Site, LUSD intends to either remove the building or transfer the portion of <br /> the Site that includes the building to another party.
