In his conditional concurrence, Todd did
not summarize all proposed borings in the Work Plan, as you can see if you review the Work Plan.
Regarding the condition described in the e-mail, PG&E has agreed (with RWQCB concurrence) to
collect three equally-spaced soil samples in the shallow zone which will depend on the completion depth
of the temporary piezometers (see third attachment). These piezometers will remain in place until soil
and groundwater sampling data are evaluated to decide whether additional groundwater sampling under
Pond 3 is warranted. If PG&E concludes that no additional data are required and RWQCB concurs,
these piezometers will be decommissioned in accordance with state and local requirements.
Based on the sampling data from the Pond 3 characterization program and previous data collected at the
site, it is possible that RWQCB will soon be able to close on this site. During an 8/07 meeting to discuss
PG&E's 5/9/07 Groundwater Evaluation Report, RWQCB tentatively agreed with conclusions in the
report indicating that the site COPCs (Ba, 5O4, Na, Cl, pH) are not found at levels above background.
If SJCEHD would like a copy of this report, please contact me. You may also contact me if you would
like to be apprised of recent site activities and/or if you would like to be included on the distribution list
for reports and other communications regarding the site.
Please contact Todd DelFrate if you wish to further discuss RWQCB concurrence with the Work Plan
and the 8/07 meeting. o l
Regards, J'1
Robert A.
