SANJ 0 A U I Environmental Health Department
Service Request Daily Time and Activity Summary from 6/21/2013 to
6/21/2020 for SR0075895 located at
SPAULDING TRUST PROPERTY
540 N EL DORADO ST, STOCKTON
Activity Date Recorded by
02/09/2018 Called Carla,937-8374, discussed the lead detection in the backfill sample of PE MANZO
18 min over 800 mg/kg, indicated that EHD can't issue a no further action letter until 2304

this issue has been addressed. She indicated that she will reach out to
Spalding Trust and the Environmental consultant company.
02/12/2018 Reviewed and email received from rmarty@advgeoenv.com"I spoke with PE MANZO
48 min Sharla Hardy from the City of Stockton today; she mentioned that EHD may 2304
have sent a letter/notice regarding something to do with the Spaulding UST
removal.
In reviewing the report, I see there was one stockpile sample that was"high"
for total lead(824 mg/kg).As you know, all the soil/excavation material had
to be placed back into the excavation at the time of removal(there was
simply no place to stockpile nor leave the excavation open). Will EHD be
requiring additional work at the site—either re-excavation or"assessment"?
Was a directive issued?"
Responded to his email: You are correct, after the review we were not able to
issue the no further action letter due to this lead result(824 mg/kg).At these
levels the STLC and TCLP results are required but were not received. If you
have these additional results, please email them over as soon as possible.
Unfortunately at this time we will not be able to issue their closure letter until
the over excavated soil(with high lead) have been removed and a
confirmation soil sample below the removal indicates that no further
excavation is required."
Received a response back from rmarty@advgeoenv.com: "Thank you for the
quick response. I will speak with the City of Stockton and let them know what
will need to be completed to achieve closure."
