However, McCormick & Baxter need to do more upfront to establish communication with the community as a whole rather than begin at the draft RAP stage. Proposed communication with those interviewed begins early in the process via a letter, but the list does not include state elected officials or all contiguous property owners (residents of Boggs Tract) . Communication with the nearby residents and state elected officials needs to begin early in the process (in synchronization with the communications network) so that the contiguous property owners/tenants and state elected officials are not unduly alarmed during initial and/or significant site activity. Sending a copy of the proposed letter (to nearby residents and elected officials) and attachments would be sufficient. This activity needs to be added to the text and matrix of the CRP. Further, community relations activities such as an initial community briefing (as a follow-up to the proposed letter) , periodic updates, technical summaries, fact sheets, etc. , throughout the process beginning with the RI and continuing at every project milestone (or on a more frequent basis, if needed) are necessary to keep the community properly informed, to establish a dialogue with the community and solicit citizen input. Also, specify how DHS will be kept informed about CRP activities. These community relations activities will need to be added to the text and matrix. The CRP states that one state representative will represent the DHS and the Central Valley Regional Water Quality Control Board. Has CVRWQCB approved this? Activity 1 Information Repository: McCormick & Baxter should immediately contact the library and the community center to establish repository locations. ECC should also be contacted right away.
