E. Cumulative Environmental Effects Of The Proposed Project That Will Have A <br /> Significant Impact On The Environment <br /> None <br /> Transportation And Traffic <br /> A. Environmental Effects Of The Project Found To Have No Impact On The <br /> Environment,or Have A Less Than Significant Impact On The Environment. <br /> The project will not cause in increase in traffic which is substantial in relation to the existing traffic load <br /> and capacity for Highway 46 or Interstate 5 (i.e., result in a substantial increase in either the number of <br /> vehicle trips,the volume to capacity ratio on roads,or congestion at intersections). <br /> B. Environmental Effects Of The Project That Are Potentially Significant,But That <br /> Can Be Mitigated To A Less Than Significant Level. <br /> Potential Significant Effect <br /> Without appropriate mitigation, the project could cause an increase in traffic which is substantial in <br /> relation to the existing traffic load and capacity of the street system(i.e., result in a substantial increase in <br /> either the number of vehicle trips, or the volume to capacity ratio on roads,or congestion at intersections). <br /> Description of Specific Impact <br /> Holloway Road is not designed, constructed, or engineered for high rates of vehicular traffic. Currently, <br /> the average daily rate of incoming waste is approximately 425 tons per day (tpd) generating <br /> approximately 19 truckloads (e.g. "trips") per day (See Table 4.6-1). With implementation of the <br /> proposed Project, it is anticipated that the baseline daily delivery rate of 19 trucks per day will increase, <br /> although not to a level that will exceed design features or result in safety problems. (The applicant is <br /> asking for authorization for acceptance of up to 2,000 tons per day of approved waste streams). As waste <br /> hauling vehicles have an average carrying capacity of approximately 22 tons, approximately 72 additional <br /> truckloads (144 additional "trips") are anticipated. The Project area has adequate internal circulation <br /> capacity including entrance and exit routes, internal circulation access roads and large areas which <br /> provide ample area for turn-around on the site. <br /> General Plan Policy 11 and Implementation Measure FF requires new solid waste facilities to pay their <br /> oportionate share of the costs of upgrading pertinent County roads required to service such development. <br /> Waste Management Plan Policy 7.9 - Transportation also includes language that allows the local <br /> legislative body to impose suitable conditions and provisions on the operator of the facility to defray <br /> potential road maintenance costs and necessary upgrades and reconstruction costs associated with the <br /> traffic to and from the facility. The intent of this provision is to provide the ability to collect applicant <br /> generated costs to defray expenditures from the County. <br /> Since the circulation of the Notice of Preparation, applicant coordination with the Roads Department staff <br /> resulted in an estimate of the Project's proportionate share of Holloway Road improvement costs (Kern <br /> County Roads Department 2007). This measure will ensure continued transportation safety and <br /> accommodate the additional heavy vehicle load generated by the proposed Project.
