site has been shown to be one of the most geologically viable locations in the State for safe <br /> waste disposal. <br /> 2. Take Advantage of the Project Vicinity's Inherent Characteristics <br /> The Project site is located in a rural area on an un-congested local road with ready access to <br /> the State Highway system that would readily serve the transportation needs of the Project. The <br /> site is not located near any sensitive receptors and/or future residential development. The site <br /> is located in a area of Kem County that already provides existing waste disposal and waste <br /> processing facilities. It is located between a currently inactive county landfill that will be <br /> activated as a regional facility in the future, and a large biosolids processing facility. The Project <br /> would be consistent with these adjacent facilities and could serve as a ready site for temporarily <br /> diverting waste streams from either facility in the event of an unforeseen emergency. The <br /> facility location is in proximity to oil industry which produces wastes, such as the western Kern <br /> County heavy oil producers. The Project would serve the disposal needs of these industries for <br /> waste streams that will continue to be produced close by and avoid the environmental impacts <br /> that may occur from longer transportation of these wastes to other disposal or diversion <br /> facilities. Given the site's size and its proximity to the community of Parkfield on the San <br /> Andreas Fault, the site could also readily serve as a regional site to accommodate disaster <br /> related operations to assist in the recovery phase of a major earthquake. This could include <br /> stockpiling of disaster debris, material storage, service as a staging area, etc. <br /> 3. Provide Additional Disposal Capacity to Kern County <br /> The Project, by meeting all Appendix E Siting Criteria, would provide additional landfill capacity <br /> for Kern County and other jurisdictions. By approving this Project, an additional 8.35 million <br /> cubic yards of disposal capacity would be available to serve local and out of county disposal <br /> needs for the specified waste streams. Utilization of the H. M. Holloway Landfill would conserve <br /> County Solid Waste System disposal capacity which is costly to replace. <br /> 4. Provide New Jobs During the Life of the Project <br /> The Project would provide a limited amount of short-term construction jobs to install necessary <br /> landfill infrastructure such as perimeter fencing, tanks for water and wastewater storage, a <br /> leachate collection and removal system, and landfill gas collection and flaring system. The <br /> Project would also provide an additional estimated 15 full time operating jobs when it reaches <br /> full operational status. <br /> 5. Provide for Safe Disposal of Biosolids <br /> By approving this Project, Kern County as well as other jurisdictions can take advantage of the <br /> geologic and hydrogeologic conditions at the Project site which provide unique advantages and <br /> safeguards for the disposal of the Project specified waste streams, including dewatered Class A <br /> and Class B biosolids. Currently no County Solid Waste facility accepts dewatered Class A and <br /> Class B biosolids for disposal. Currently, no landfills within the San Joaquin Valley Air Basin <br /> have obtained, or have pursued, an Authority To Construct permit from the San Joaquin Valley <br /> Air District to utilize biosolids as alternative daily cover, a beneficial use. The Air District's Rule <br /> 4565 limits the use of biosolids for alternative daily cover- The Project would serve local <br /> industries and facilities such as small-quantity biosolids generators, and smaller publicly owned <br /> treatment plants, as well as larger in-county and out-of-county industries and facilities, with an <br /> 3 <br /> Statement of Overriding Considerations—Section 15093 March 15,2016 <br /> H.M.Holloway Landfill Modification Project Final Board of Supervisors <br />
