Upon plan approval, the project applicant shall begin monitoring as <br /> required and submit monitoring reports to EHSD to verify compliance <br /> with these requirements. <br /> # 5 MM 4.1-5. (a) The Project will install an onsite flare Upon confirmation by on site San Joaquin Valley Air <br /> 4.1-5 in accordance with all applicable regulatory monitoring,when biogas Pollution Control District <br /> requirements to combust the 75% of landfill gas production results in a surface Environmental Health <br /> emissions captured by the landfill gas collection concentration greater than Services Department <br /> system. The onsite flare will have a destruction 500 ppmv. <br /> efficiency of 99%. <br /> (b)After project commencement,the project proponent <br /> shall become a"Forest Founder"of the Tree <br /> Foundation of Kern and/or the Kern River Parkway <br /> Foundation or use some other appropriate planting <br /> organization.Use of an appropriate planting <br /> organization will ensure the long term maintenance to <br /> maturity of the trees. The applicant shall purchase 671 <br /> trees at$ 50 per tree to be planted over the next three <br /> years at a minimum of 224 trees per year until <br /> completion. The applicant shall provide appropriate <br /> documentation regarding the organization,the plan for <br /> tree planting and completion of the purchase of the tree <br /> planting. <br /> Steps to Compliance: <br /> A. The project applicant will apply for Authority to Construct (ATC) <br /> permits for this stationary source equipment, and notify EHSD upon <br /> reaching the specified surface concentration level. <br /> B. Upon issuance of the ATC, the project applicant will install the <br /> specified equipment. <br /> C. Upon completion of installation, and testing, the project applicant will <br /> submit copies of the Permit to Operate to the EHSD to verify <br /> compliance. <br /> 3 <br /> Final Board of Supervisors 3/15/16 <br />
