#6 MM 4.1-6. Unpaved roads shall be watered to reduce Prior to commencement of San Joaquin Valley Air <br /> 4.1-7 fugitive dust emissions. Wet suppression of unpaved operations permitted by Pollution Control District <br /> road dust, conducted in accordance with procedures planning approvals. <br /> recommended in SJVAPCD Regulation — VIII will <br /> reduce unpaved roads dust by 50% (URBEMIS <br /> recommended control efficiency). Compliance with <br /> other requirements in Regulation — VIII will result in <br /> additional unquantified reductions in fugitive dust <br /> emissions. <br /> Steps to Compliance: <br /> A. The project applicant shall prepare and implement provisions of a <br /> fugitive dust control plan to control dust from unpaved roads. Control <br /> methods shall be by water or application of an approved dust <br /> suppressant and will comply with the applicable requirements of <br /> Regulation - VIII which shall be reflected in the Developer Mitigation <br /> Contract specified in Mitigation Measure 4.1-7 below. <br /> B. The project applicant shall comply with the applicable monitoring, <br /> record keeping and reporting requirements of Regulation-VIII. <br /> #7 MM 4.1-7. Prior to commencement of operations Prior to commencement of San Joaquin Valley Air <br /> 4.1-20 permitted by planning approvals, the applicant shall operations permitted by Pollution Control District <br /> enter into an Development Mitigation Contract with the planning approvals. Kern County Planning <br /> San Joaquin Valley Air Pollution Control District to Department <br /> help offset 41.93 tons of NO., 12.74 tons of ROG, and <br /> 64.41 tons of PMIo. The applicant shall pay $69,440 <br /> per year for the life of the operation of the project to <br /> help mitigate air impacts and their associated health <br /> affects. The contract and first installment shall be <br /> accomplished prior to commencement of operations and <br /> annually from that date thereafter. A copy shall be <br /> submitted to the Kern County Planning Department <br /> prior to commencement of operations and annually <br /> 4 <br /> Final Board of Supervisors 3/15/16 <br />
