Kern Country shall determine the extent of reduction which is <br /> economically and reasonably feasible as defined in Public Resources <br /> Code Section 21 061.1. <br /> B. The Kern County Planning Department will submit a letter to the <br /> S.IVAPCD providing its determination of the extent of reduction which <br /> was found to be economically and reasonably feasible. <br /> C. The project applicant will execute a DMC prior to commencement of <br /> operations permitted by planning approvals. <br /> D. The project applicant will provide a copy of the executed agreement to <br /> the Kern County Planning Department. <br /> E. SJ-VAPCD shall provide copies of implementing reports to the Kern <br /> County Planning Department to substantiate compliance. <br /> Justification: The proposed project has the potential to impact air quality due to: <br /> • Emissions of ozone precursors (NOx), VOC) from Project operation of offroad mobile source equipment, onroad material transport, <br /> biosolids disposal, landfill gas generation,and from the overall operation of the Project, <br /> • Fugitive particulate hatter emissions from offroad disposal activities,from the operation of the Project, <br /> s The operational impacts to air quality will remain significant and unavoidable for emissions of NOx. VOC, and. PM,o. All feasible <br /> and reasonable changes or alterations have been required, or incorporated into the Project that substantially lessen the potentially <br /> significant effects as identified in the Final EIR. <br /> - t <br /> #8 MM 4.2-1.. Prior to commencement of Kern County Planning <br /> 4.2-1 operations permitted by Department <br /> a) Project work areas subject to disturbance will be planning approvals, and Environmental Health <br /> limited to the area that has been evaluated during during subsequent operations. Services Department <br /> the biological reconnaissance survey and the <br /> boundaries of all work areas will be clearly <br /> delineated in the field. The area surveyed <br /> included all areas not currently being used for <br /> disposal activities within the Project area and an <br /> Final Board of Supervisors 3115116 <br />
