Air pollution control is regulated in this
area by the San Joaquin Valley Air Pollution Control District(Valley Air District). The Valley
Air District is a regional agency responsible for air quality management in eight counties in the
San Joaquin Air Basin: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare, and
the valley portion of Kern. As required by the California Clean Air Act and the Federal Clean
Air Act, the Valley Air District is responsible for air monitoring, permitting, enforcement, long-
range planning, regulatory development, education, and public information activities related to
air quality. Local districts are the primary mechanism for air quality management. The Valley
Air District must implement rules and regulations and provide enforcement for the attainment
and maintenance of the California and national ambient air quality standards (AAQS).
The Valley Air District is responsible for:
• Developing regulations
• Long-range planning
• Monitoring air quality
• Maintains and updates an inventory of emissions
• Permitting and enforcing regulations
• Providing education and public information activities related to air quality
3.2 SOLID WASTE
The California Department of Resources Recycling and Recovery, known as CalRecycle, is a
department within the California Environmental Protection Agency(CalEPA). CalRecycle
administers and provides oversight for California's state-managed waste handling and recycling
programs by regulating businesses that participate in California's waste diversion and disposal
efforts related to recycling or solid-waste-related businesses, including certification,
registration, permitting and reporting.
CalRecycle, along with the LEA, the Kern County Public Health Services Department,
Environmental Health Division, regulates the operation of solid waste facilities by enforcing
compliance with regulations and state minimum standards, through integrated and consistent
permitting, inspection, and enforcement efforts.
3.3 STORMWATER/WATER QUALITY
The State Water Resources Control Board(SWRCB) is a department within the CalEPA. The
SWRCB regulates wastewater discharges to surface water, stormwater discharges from
construction, industrial, and municipal activities; discharges from irrigated agriculture; dredge
and fill activities; the alteration of any federal water body under the 401 certification program;
and other activities with practices that could potentially degrade water quality.
