Environmental Compliance Review Report <br /> H.M. Holloway Landfill December 2017 <br /> 3.0 REGULATORY AUTHORITY <br /> 3.1 AIR <br /> The City of Stockton is located in San Joaquin County. Air pollution control is regulated in this <br /> area by the San Joaquin Valley Air Pollution Control District(Valley Air District). The Valley <br /> Air District is a regional agency responsible for air quality management in eight counties in the <br /> San Joaquin Air Basin: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare, and <br /> the valley portion of Kern. As required by the California Clean Air Act and the Federal Clean <br /> Air Act, the Valley Air District is responsible for air monitoring, permitting, enforcement, long- <br /> range planning, regulatory development, education, and public information activities related to <br /> air quality. Local districts are the primary mechanism for air quality management. The Valley <br /> Air District must implement rules and regulations and provide enforcement for the attainment <br /> and maintenance of the California and national ambient air quality standards (AAQS). <br /> The Valley Air District is responsible for: <br /> • Developing regulations <br /> • Long-range planning <br /> • Monitoring air quality <br /> • Maintains and updates an inventory of emissions <br /> • Permitting and enforcing regulations <br /> • Providing education and public information activities related to air quality <br /> 3.2 SOLID WASTE <br /> The California Department of Resources Recycling and Recovery, known as CalRecycle, is a <br /> department within the California Environmental Protection Agency(CalEPA). CalRecycle <br /> administers and provides oversight for California's state-managed waste handling and recycling <br /> programs by regulating businesses that participate in California's waste diversion and disposal <br /> efforts related to recycling or solid-waste-related businesses, including certification, <br /> registration, permitting and reporting. <br /> CalRecycle, along with the LEA, the Kern County Public Health Services Department, <br /> Environmental Health Division, regulates the operation of solid waste facilities by enforcing <br /> compliance with regulations and state minimum standards, through integrated and consistent <br /> permitting, inspection, and enforcement efforts. <br /> 3.3 STORMWATER/WATER QUALITY <br /> The State Water Resources Control Board(SWRCB) is a department within the CalEPA. The <br /> SWRCB regulates wastewater discharges to surface water, stormwater discharges from <br /> construction, industrial, and municipal activities; discharges from irrigated agriculture; dredge <br /> and fill activities; the alteration of any federal water body under the 401 certification program; <br /> and other activities with practices that could potentially degrade water quality.
