Holloway Landfill December 2017 <br /> waters under any of these programs may be required to apply for a permit. <br /> The SWRCB Industrial General Permit (IGP) regulates industrial storm water discharges and <br /> authorized non-storm water discharges from industrial facilities in California. The IGP is called <br /> a general permit because many industrial facilities are covered by the same permit but comply <br /> with its requirements at their individual industrial facilities. The SWRCB and Regional Water <br /> Quality Control Boards (RWQCB) implement and enforce the Industrial General Permit. <br /> An individual permit is a permit specifically tailored to an individual facility. After receipt of a <br /> complete application, the permitting authority develops a permit for a particular facility based <br /> on the information contained in the application(e.g., type of activity, nature of discharge, <br /> receiving water quality). The RWQCB issues majority of the individual permits in California. <br /> The Central Valley (5F) RWQCB has jurisdiction in Kern County. <br /> The SWRCB developed an internet-accessible database called"Geotracker"which archives <br /> compliance data from authorized or unauthorized discharges of waste to the land, or <br /> unauthorized releases of hazardous substances from underground storage tanks. <br /> 3.4 KERN COUNTY <br /> The Kern County Public Health Services Department is the Certified Unified Program Agency <br /> (CUPA) for cities and unincorporated areas within Kern County. <br /> The CUPA inspects businesses that handle or store hazardous materials; generate hazardous <br /> waste, and own or operate underground/above ground storage tanks. Businesses shall prepare a <br /> Hazardous Materials Business Plan(HMBP) if that business uses, handles, or stores a hazardous <br /> material (including hazardous waste) or an extremely hazardous material in quantities greater <br /> than or equal to the following: <br /> • 500 pounds of a solid substance <br /> • 55 gallons of a liquid <br /> • 200 cubic feet of compressed gas <br /> • Extremely hazardous substances in threshold planning quantities <br /> 3.5 HAZARDOUS WASTE <br /> The CalEPA Department of Toxic Substances Control (DTSC) is the agency responsible for <br /> enforcing hazardous waste laws, reducing hazardous waste generation, and encouraging the <br /> manufacture of chemically safer products. In this role, DTSC tracks the volume of hazardous <br /> waste disposed by both small and large generators,based on the information provided on the <br /> manifest forms required for every offsite shipment of hazardous waste. Generators must apply <br /> for and receive, a Generator ID number issued either by the EPA(U.S. EPA ID Number) or by <br /> DTSC (California ID Number), to be used for manifest recordkeeping and reporting. <br /> The DTSC has a hazardous waste tracking system(HWTS) database on their website that can <br /> be searched by a number of variables.
