Holloway Landfill December 2017 <br /> the volume of material disposed, and the waste category the material was shipped under. <br /> The DTSC has an online information system called`Envirostor"that allows the public to search <br /> for properties regulated by DTSC, where extensive investigation and/or cleanup actions are <br /> planned or have been completed at permitted facilities and cleanup sites. <br /> 4.0 DATABASE REVIEW RESULTS <br /> 4.1 EDR AUDITCHECKTM FACILITY REPORT <br /> The EDR AuditcheckTM Facility Report (EDR report)presents the results of a comprehensive <br /> database search of federal, state and local government environmental databases. The EDR <br /> report identified the following information associated with Holloway: <br /> 1) The site listed in Permitted Solid Waste Facility(SWT/LF) database as having disposed <br /> of solid waste on-site under the Facility ID 15-AA-0308. <br /> 2) The site is listed in the Other Database Records (OTHER). The Site is listed with the <br /> facility ID 7754. Air emissions (EMI) data is listed for the site from 2010 to 2015. <br /> 3) The site listed in the Federal EPA Facility Index System(FINDS) database with the <br /> EPA Registry ID 110058319779. The site is listed as being in the Emission Inventory <br /> System(EIS). <br /> None of these database listings indicate a pending environmental compliance enforcement <br /> action or violation associated with Holloway operating permits or conditions. A copy of the <br /> EDR report is included in Appendix C. Copies of the Facility permits are included in <br /> Appendix D. <br /> 4.2 AIR <br /> Facilities with equipment that may emit air pollution or is used for controlling air pollution are <br /> subject to Valley Air District permit requirements. The District grants two types of permits: <br /> • Authority to Construct <br /> • Permit to Operate <br /> An Authority to Construct permit must be obtained before building or installing a new <br /> emissions unit or modifying an existing emissions unit that requires a permit. A Permit to <br /> Operate is issued after all construction is completed and the emission unit is ready for operation. <br /> Large industrial facilities that meet certain emission thresholds are required to apply for a Title <br /> V permit as mandated by federal Clean Air Act and enforced through EPA. District Rule 2520 <br /> identifies which major sources must obtain a Title V operating permit. Generally, these sources <br /> consist of- <br /> Major <br /> £Major stationary sources with the potential to emit greater than 10 tons per year(tpy) of <br /> NOx or VOC, 100 tpy of CO, or 70 tpy of PM 10 or SOx. <br /> 6 <br />
