Environmental Compliance Review Report <br /> H.M. Holloway Landfill December 2017 <br /> • Major toxic sources with the potential to emit greater than 10 tpy of any single <br /> hazardous air contaminant or 25 tpy of any combined hazardous air contaminants. <br /> • Any affected Acid Rain source under Title IV. <br /> • Any other stationary source in a source category designated by rule by EPA. <br /> District Rule 2530 allows major sources with actual emission levels below one half of the major <br /> source threshold to delay applying for a Title V permit until their actual emissions exceed that <br /> level. <br /> Title V permits list all of the federal, state and local air quality requirements that apply to the <br /> facility, and describe the monitoring and recordkeeping requirements that are needed to ensure <br /> compliance. Each proposed Title V permit undergoes thorough review process which includes a <br /> public notice component. <br /> The facility operates under the permit number S-7754-1-1, issued by the San Joaquin Valley Air <br /> Pollution Control District that expires in May 2020. The Permit is for 301 acre non-hazardous <br /> solid waste and biosolids landfill. The facility can only receive the following materials to be <br /> placed into their landfill: Class A biosolids, Class B biosolids, lime cake, fly-ash, spent abrasive <br /> blasting material and treated nonhazardous auto shredder waste. Emission rates from this <br /> facility cannot exceed 67.6 pounds of volatile organic compounds per day(lb-VOC/day) or <br /> 19,590 lb-VOC/year. The maximum amount of wet biosolid materials received at the landfill <br /> cannot not exceed 2,000 tons per day. The permit is provided in Appendix D. <br /> 4.3 SOLID WASTE <br /> A search of the CalRecycle website and the Solid Waste Information System(SWIS) list found <br /> that the H.M. Holloway facility is listed as a Permitted Solid Waste Facility (SWF/LF)with a <br /> listed Facility ID number 15-AA-0308. The facility is permitted to receive up to 2,000 tons per <br /> day. This permit is included in Appendix D. <br /> A Notice of Violation (NOV) from the LEA issued on September 15, 2016, was cleared <br /> October 3, 2016. Gas monitoring well#1 was registering in excess of 5%by volume methane, <br /> the well was 10 feet from the edge of the landfill pit. Holloway worked with the LEA to resolve <br /> the issue by extending the landfill boundaries installing two new gas monitoring wells and <br /> abandoning well#1. <br /> 4.4 STORMWATER/WATER QUALITY <br /> TRC was advised by Holloway that their operations operate under the RWQCBCV WDR Order <br /> No. R5-2010-0123. According to the WDR, the facility is not required to maintain an industrial <br /> SWPPP as all storm water is currently retained onsite. Refer to Section C of the WDR permit, <br /> which is provided in Appendix D. The facility is listed in the SWRCB CIWQS data with the <br /> Place ID 230557. Previously the facility operated under the WDR Order No. 97-078, however, <br /> it was replaced by the current Order No. R5-2010-0123 on December 10, 2010. Two violations <br /> for the facility are listed in CIWQS under the Order No. R5-2010-0123. These violations were <br /> issued to the facility for not filing the compliance reports by the due dates in 2013 and 2015. <br /> 7 <br />
