Environmental Compliance Review Report <br /> H.M. Holloway Landfill December 2017 <br /> with biosolid waste during disposal of biosolid wastes in authorized disposal pits (Pit G <br /> and Pit F/G connection area). <br /> • Per the approved CUP, six inches of clean soil will be placed over the stabilized biosolid <br /> waste on a daily basis. <br /> • The Holloway facility is currently using fly ash from other facilities to stabilize biosolid <br /> wastes. The pH level of the fly ash transported from other facilities is below 12.5. <br /> • Biosolid waste is stabilized with fly ash at a volumetric ratio of 1:1, spread in six inch to <br /> two foot thick layers, and compacted. <br /> • Dry fly ash samples, collected from the DTE Stockton and Mt. Poso facilities, were <br /> analyzed for pH. Reported pH levels were 12.54 for the DTE Stockton generated ash <br /> and 11.64 for the Mt. Poso generated ash. DTE Stockton and Mt. Poso generated ash <br /> was blended with the biosolid wastes at a volumetric ratio of 1:1 and analyzed for pH. <br /> The pH level for the fly ash stabilized biosolid was 8.89 pH unit. <br /> • Title 22 California Assessment Metals (CAM 17) test was performed on the Mt. Poso <br /> fly ash. Reported concentrations of CAM 17 metals were below the total threshold limit <br /> concentration (TTLC) and soluble threshold limit concentration(STLC) regulatory <br /> limits. Refer to Appendix F for the summary of bench test analytical results. <br /> • The Holloway facility plans to perform random pH sampling during stabilization of <br /> biosolid wastes with fly ash to ensure pH levels remain below 12.5 pH units. <br /> Photographs are included in Appendix E- Site Visit Photo Log. <br /> 6.0 COMPLIANCE EVALUATION FINDINGS <br /> TRC completed the limited compliance evaluation of the Holliday facility in accordance with <br /> the evaluation criteria agreed upon with DTE, and methodology outlined in Section 2.0. The facility can only <br /> receive the following materials to be placed into their landfill: Class A biosolids, Class <br /> B biosolids, lime cake, fly-ash, spent abrasive blasting material and treated <br /> nonhazardous auto shredder waste. <br /> 9 <br />
