Environmental Compliance Review Report
H.M. Holloway Landfill December 2017
with biosolid waste during disposal of biosolid wastes in authorized disposal pits (Pit G
and Pit F/G connection area).
• Per the approved CUP, six inches of clean soil will be placed over the stabilized biosolid
waste on a daily basis.
• The Holloway facility is currently using fly ash from other facilities to stabilize biosolid
wastes. The pH level of the fly ash transported from other facilities is below 12.5.
• Biosolid waste is stabilized with fly ash at a volumetric ratio of 1:1, spread in six inch to
two foot thick layers, and compacted.
• Dry fly ash samples, collected from the DTE Stockton and Mt. Poso facilities, were
analyzed for pH. Reported pH levels were 12.54 for the DTE Stockton generated ash
and 11.64 for the Mt. Poso generated ash. DTE Stockton and Mt. Poso generated ash
was blended with the biosolid wastes at a volumetric ratio of 1:1 and analyzed for pH.
The pH level for the fly ash stabilized biosolid was 8.89 pH unit.
• Title 22 California Assessment Metals (CAM 17) test was performed on the Mt. Poso
fly ash. Reported concentrations of CAM 17 metals were below the total threshold limit
concentration (TTLC) and soluble threshold limit concentration(STLC) regulatory
limits. Refer to Appendix F for the summary of bench test analytical results.
• The Holloway facility plans to perform random pH sampling during stabilization of
biosolid wastes with fly ash to ensure pH levels remain below 12.5 pH units.
Photographs are included in Appendix E- Site Visit Photo Log.
6.0 COMPLIANCE EVALUATION FINDINGS
TRC completed the limited compliance evaluation of the Holliday facility in accordance with
the evaluation criteria agreed upon with DTE, and methodology outlined in Section 2.0. The
compliance findings are as follows:
EDR AuditcheckTM Facility Report
• None of these database listings indicate a pending environmental compliance
enforcement action or violation associated with the Holloway facility operating permits
or conditions.
EDR AuditcheckTM Facility Report
• None of the included database listings indicate pending or active environmental
compliance enforcement action or violation associated with Holloway operating permits
or conditions.
Air
• The facility operates under the permit number 5-7754-1-1, issued by the San Joaquin
Valley Air Pollution Control District that expires in May 2020. The facility can only
receive the following materials to be placed into their landfill: Class A biosolids, Class
B biosolids, lime cake, fly-ash, spent abrasive blasting material and treated
nonhazardous auto shredder waste.
9
