Environmental Compliance Review Report <br /> H.M. Holloway Landfill December 2017 <br /> • No outstanding violations or pending enforcement actions were identified in the EDR <br /> AuditcheckTM Facility Report. <br /> Solid Waste <br /> • A search of the CalRecycle website and the Solid Waste Information System(SWIS) <br /> list found that the H.M. Holloway facility is listed as a Permitted Solid Waste Facility <br /> (SWF/LF) with a listed Facility ID number 15-AA-0308. Holloway provided the <br /> current SWF permit. <br /> • A Notice of Violation(NOV) from the LEA issued on September 15, 2016, was cleared <br /> October 3, 2016. Gas monitoring well#1 was registering in excess of 5%by volume <br /> methane,the well was 10 feet from the edge of the landfill pit. Holloway worked with <br /> the LEA to resolve the issue by extending the landfill boundaries installing two new gas <br /> monitoring wells and abandoning well#1. <br /> The Holloway facility operates under the following permits: <br /> • Approved Conditional Use Permit(CUP) 9, Map 28 <br /> • California Regional Water Quality Control Board, Central Valley Region <br /> (RWQCBCV)Waste Discharge Requirements (WDRs) Order No. 97-078 <br /> • Solid Waste Facility Permit— Solid Waste Information System(SWIS) 15-AA- <br /> 0308-010-A issued by the LEA. <br /> Stormwater/Water Quality <br /> • The Holloway facility is covered under the RWQCBCV WDRs Order No. 97-078. <br /> • Two violations for the facility are listed in California Integrated Water Quality <br /> System(CIWQS)under the Order No. R5-2010-0123. These violations were issued <br /> to the facility for not filing the compliance reports by the due dates in 2013 and <br /> 2015. Currently, there is no pending enforcement action related to the stormwater <br /> permit. <br /> • The facility is not a regulated facility based on their Standard Industrial <br /> Classification (SIC) code and does not hold a current State Water Resources Control <br /> Board(SWRCB) stormwater Industrial General Permit (IGP). No outstanding <br /> enforcement issues or pending violations were identified related to stormwater. <br /> • TRC performed a search using SWRCB's Geotracker database, the site is listed as <br /> H.M. Holloway Surface Mine Landfill Project an open and operating land disposal <br /> site. No cleanup actions have been reported on Geotracker. <br /> Kern County CUPA <br /> • No outstanding violations or pending enforcement actions associated with the <br /> Hazardous Materials Business Plan(HMBP)program from the Kern County <br /> Environmental Health Services Department as the Certified Unified Program <br /> Agency(CUPA) for the facility were identified in the EDR AuditcheckTM Facility <br /> Report. <br /> Hazardous Waste <br /> 10 <br />
