Changes include : <br /> 1. The amount of waste has increased from 40 tons per day ( tpd) <br /> to over 300 tpd. <br /> In Part A of the 9/80 SWFP, it is stated that "an average <br /> of 40 to 50 tons of wastes are processed per day. " Part C <br /> notes that expansion plans "would increase site capabilities <br /> to 300 tpd for the next five years . " This section <br /> continues , "the station has been designed with add on <br /> features which can increase site capabilities to 600 ,tpd. " <br /> A Notice and Order was issued on 11/20/89 and again on <br /> 9/28/90 for "exceeding the daily permit capacity of 300 <br /> tons. " The facility is now seeking a permit to accept <br /> up to 2 ,000 tpd. <br /> (Note: The 11/89 Notice and Order allowed the station to <br /> " . . . receive approximately 450 tpd with daily peak loadings <br /> of up to 650 tpd until the revised facility permit has been <br /> approved. " ) <br /> 2. Acreage has expanded from 6 acres to 12 with a proposal <br /> to expand to over 17 . <br /> 3 . A composting operation is conducted on-site. <br /> 4 . A ten-man sorting operation is conducted on-site. <br /> 5. The site address has changed from 1102 North Cluff to 1333 <br /> East Turner Road. <br /> The LEA has been notified of significant changes in the design and <br /> operation of this station. A Stipulated Notice and Order was issued <br /> by the LEA on 9/28/90 . ' The Order specifies that the SWFP application <br /> be revised by June 15, 1991 and requires a California Environmental <br /> Quality Act (CEQA) review. A Draft Environmental Impact Report <br /> (DEIR) is to be completed by March 1, 1991 . Board staff reviewed <br /> a Notice of Preparation (NOP) for a DEIR and offered comments in a <br /> letter ( 10/24/90 ) addressed to Mr . David Morimoto of the City of Lodi <br /> Community Development . <br /> While the operator is currently in the process of permit revision, <br /> a facility must be evaluated for compliance with its current permit . <br /> Since the site ' s operations have moved beyond those described in the <br /> Waste Management Specialist <br />
