F <br /> California Waste Removal Systems, Inc. <br /> Page 4 of 11 <br /> 1980 Permit, this facility is in violation and will remain in <br /> violation of this standard until a revised permit is concurred in by <br /> the Board. <br /> AREAS of CONCERN <br /> 17497 Personnel Health and Safety <br /> The operator provides employees with training in transfer station <br /> operation and equipment usage. Emphasis is placed on health and <br /> safety issues. Mr . Sanchez runs a "lottery ticket give-away" program <br /> for employees that is based on accident prevention/avoidance. The <br /> station supervisor provides safety equipment and supplies to all <br /> employees . Station personnel are required to wear safety equipment <br /> including a hard hat, boots , and vest . <br /> Near the end of the inspection, I observed an employee using a <br /> °'squeegee" to clear waste from behind the dumping pit during the <br /> loading of a transfer truck . This employee was wearing tennis-shoes <br /> and was working without a hard hat . <br /> A maintenance-hole cover needs to be installed over an access shaft <br /> located just to the west of the entry into the leaf stockpile area. <br /> Mr . Sanchez reported that this access is used for a water pump. <br /> Although this area is currently not within the permitted boundary, <br /> station personnel are present . The piece of ply-wood used currently <br /> is not adequate to protect the safety of station personnel or anyone <br /> who might gain unauthorized entrance from the Mokelumne River to the <br /> North. <br /> CORRECTIONS IMPLEMENTED <br /> 14 CCR 17441 Report of Station Information (RSI) <br /> Since the 9/88 inspection, an RSI dated December 1988 was filed with <br /> the Board by CWRS. <br /> 14 CCR 17461 Weight and Volume Records <br /> Weight and volume records are maintained at the scale house. I <br /> reviewed the records. <br /> 14 CCR 17482 Entry Signs <br /> Signs were present at the scale house which include the hours of <br /> operation, charges, and the types of waste not accepted by the <br /> facility. <br /> 00 <br /> -V, <br /> Waste Management Specialist <br />
