4 <br /> i <br /> California Waste Removal Systems, Inc. <br /> Page 6 of 11 <br /> 17471 Availability <br /> Observations made during the inspection indicate the operator employs <br /> sufficient personnel to deal effectively and promptly with matters <br /> of operation, maintenance, environmental controls, records , <br /> emergencies, and health and safety. Mr . Sanchez indicated that there <br /> are 12-16 employees on-site during operations. <br /> 17472 Training <br /> The operator provides training in transfer station operations, <br /> equipment usage, health and safety matters, and hazardous waste <br /> screening. I observed an employee receiving "hands-on" training in <br /> the operation of the baler . As a part of the permit revision <br /> process, a copy of the station ' s Hazardous Waste Screening Program <br /> was submitted to the LEA ( 3/90) . <br /> 17473 Supervision <br /> Supervision is provided by Mr . Tom Sanchez , Vice President of <br /> Operations of CWRS. I saw nothing to indicate a lack of supervision <br /> at this site. <br /> 17474 Attendant <br /> An attendant was present in all areas of this facility. Scale house <br /> attendants were available to direct the public to the tipping floor <br /> and recycling area . The tipping floor had two attendants and the <br /> public recycling area, one. <br /> 17481 Identification Signs <br /> A sign was posted at the station entrance identifying the name of the <br /> station operator , California Waste Removal Systems, Inc. <br /> 17483 Station Security <br /> Unauthorized access is discouraged by the use of perimeter fencing <br /> and lockable gates at vehicle entry points. A security guard lives <br /> on the southwest corner of the property. <br /> 17484 Roads <br /> All roads and driveways on-site are paved and have been designed to <br /> minimize the tracking of material off-site onto Turner Road. The <br /> roads allow. all-weather access to all areas of the station. All <br /> roads and driveways have been constructed to withstand regular <br /> cleaning and allow proper drainage to catch basins. <br /> A parking area near the composting pad was not paved and showed tire <br /> ruts and some puddling of water . <br /> 17485 Visual Screening <br /> The station was constructed, landscaped, and maintained to create an <br /> attractive and aesthetically acceptable appearance. <br /> Waste anagement Specialist <br />
