California Waste Removal System <br /> Page 2 of 9 <br /> VIOLATIONS <br /> The following violations of Title 14, California Code of <br /> Regulations (CCR) , were documented during this state inspection: <br /> Section 17441 - Report of Station Information <br /> To keep the information contained in a Report of Station <br /> Information (RSI) current, the operator is required to file <br /> amendments to the report whenever necessary. Such amendments or <br /> lack thereof may become the basis for changes in the permit or <br /> for revocation of the permit. The operator has requested a 60 <br /> day extension for permit review, which was granted by the Board <br /> and which is due by December 1, 1988. The following items which <br /> require update are: <br /> 1. Plans and specifications of the station including an accurate <br /> site location map, a site plan and identification of adjacent <br /> land uses and distances to nearby residences and structures. <br /> 2. The RSI states that "an average of 40 to 50 tons of wastes are <br /> processed per day" . According to Mr . Sanchez (Operator and Vice <br /> President for operations) , they are accepting an average of 300. <br /> tons per day. This should be clarified in the RSI and permit, <br /> and could constitute a significant change requiring a permit <br /> revision. <br /> 3. The RSI states that "the station is normally open from <br /> 7:00 a.m. to 5:00 p.m. Monday through Friday and 7:00 a.m. to <br /> 12:00 p.m. on Saturday. During the months of August and <br /> September, the site is open seven days per week, from 7:00 a.m. <br /> to 5:00 p.m. " . According to Mr. Sanchez, this site is open from <br /> 6:00 a.m. to 5:00 p.m. Monday through Friday. <br /> 4. The resume of management needs to be updated. According to <br /> Mr. Sanchez, Dave Vaccarezza is the President. Luana Pinasco is <br /> the Vice President for Administration and Larry Crump is the <br /> Maintenance Manager. <br /> 5. This facility is not permitted to accept liquid waste. During <br /> my state inspection, I observed diatomaceous earth (wine-by <br /> product from wineries) being unloaded from a truck. Mr. Sanchez <br /> also informed me that they are accepting "mud" (wash water from <br /> tomato products) which are deposited on the north side of the <br /> property (outside fence) as shown in slides 1-15 to 1-17. <br /> WAste Management Specialist <br />
